What to Expect: The Office Supervisor is responsible for supervising the Contract Specialist and administrative assistant team within Health and Human Services, including front lobby staff who serve as the primary point of contact for the public and handle incoming phone calls. The position ensures efficient administrative operations, consistent customer service, and effective support to the HHS staff and programs and Civil Rights Compliance. The Office Supervisor also supports the Operations Manager by monitoring departmental resources including cell phones, computers, county vehicle usage, and maintenance coordination.
The following duties are essential for this position. However, they are not to be construed as exclusive or all–inclusive. To be successful in this position, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.
• Supervise, train, and support an administrative assistant team, including front lobby staff responsible for answering phones and greeting the public, scheduling appointments
• Assign, prioritize, and monitor workloads to ensure adequate coverage and timely completion of tasks
• Provide coaching, guidance, and performance feedback to staff
• Assist with hiring, onboarding, scheduling, and performance evaluations
• Ensure staff follow departmental policies, procedures, and confidentiality
• Ensure contracts within HHS are accurate and meet state guidelines
• Oversee front lobby operations and phone coverage to ensure professional, responsive, and consistent customer service
• Address and resolve customer service concerns and escalated inquiries
• Ensure accurate message routing and appropriate referrals to HHS programs and staff
• Oversee administrative functions including transcription, records release, data entry, filing, and general administrative duties
• Ensure compliance with records management, confidentiality, and release of information requirements
• Maintain consistency and quality in administrative processes and documentation
• Support the Operations Manager by monitoring and maintaining:
  • Cell phone assignment and usage lists
  • Computer and equipment inventory
  • County vehicle usage and assignment logs
  • Vehicle maintenance scheduling and coordination
• Assist with tracking, reporting, and documentation related to departmental resources
• Fulfill role of Civil Rights Compliance Officer for Sheboygan County Health & Human Services. Various responsibilities include collaborating with the Limited English Proficiency Officer to complete and oversee a department Civil Rights Compliance plan every 4 years that outlines how the organization will comply with Federal civil rights laws in the following areas:
  • Provides language assistance services, including translated documents and oral interpretation when such services are necessary to provide meaningful access to limited English proficiency individuals.
  • Communicates effectively with individuals who have vision, hearing, or speech disabilities
  • Make all programs and activities provided through information technology accessible to individuals with disabilities
  • Ensure that any newly constructed and altered facilities are physically accessible to individuals with disabilities
  • Discrimination complaint process
  • Training program in place to ensure all new employees are made aware of civil rights during orientation and provide refresher training every three years
• Serve as a liaison between administrative staff, HHS leadership, and program teams
• Communicate operational updates and expectations to staff
• Assist with special projects, audits, and operational initiatives as assigned
• Perform other related duties as assigned to support the mission and operations of the Health and Human Services Department.

Minimum Education: Bachelor’s degree from an accredited college or university in business administration, public administration, or related field (or equivalent experience). 

Minimum Experience: Three or more years of administrative experience, preferably in a health and human services or public sector setting. Prior supervisory or lead experience preferred. A combination of education and experience may be considered.

Other Requirements: A Valid Wisconsin Driver’s license.


REQUIRED COMPETENCIES:

  • Knowledge of office administration, customer service, and supervisory practices
  • Proficiency with standard office technology and record management systems, and knowledge of the Google platform
  • Demonstrated supervisory and leadership skills, including planning and assigning work, training and mentoring employees, evaluating performance, approving time and attendance, and addressing performance or conduct issues in accordance with County policies.
  • Strong organizational and implementation skills, including coordinating multiple functions, managing competing priorities, monitoring workflow, and ensuring deadlines and statutory requirements are met.
  • Effective oral and written communication skills, including the capacity to explain procedures and statutory requirements clearly to staff, attorneys, business partners, governmental agencies, and members of the public.
  • Interpersonal skills necessary to establish and maintain cooperative working relationships with staff, County departments, external agencies, business partners, and the public.
  • Customer service orientation with the professionalism to handle difficult, emotional, or uncomfortable interactions while maintaining neutrality and compliance with legal requirements.
  • Knowledge of training and change-management principles, including developing procedures, cross-training staff, implementing new technology or workflows, and supporting continuous improvement.
  • Ability to maintain confidentiality and handle sensitive information

  • Work is performed primarily in an office environment within the Health and Human Services Department, with standard office conditions.
  • Position requires prolonged periods of sitting, standing, and walking; frequent use of a computer workstation, keyboard, mouse, and standard office equipment.
  • Duties require frequent visual acuity to review reports, dashboards, spreadsheets, system screens, process documentation, and written materials, including close vision for detailed data analysis and validation.
  • Hearing and speaking sufficient to communicate effectively with staff, leadership, vendors, and members of the public, both in person and through telephone or virtual meetings.
  • Occasional lifting, carrying, or moving of files, materials, or office supplies weighing up to approximately 25 pounds may be required.
  • Position may experience periodic workload fluctuations, competing priorities, and time pressures related to system implementations, reporting deadlines, process improvement initiatives, or operational needs. 
  • Position requires discretion and adherence to confidentiality requirements when working with sensitive program, operational, and client-related information.
