Job Title: Director of Proposal & Capture Management– US Federal (IT Services)

Position Summary:
We are seeking an experienced Director of Proposal Management, Capture Strategy & Strategic Partnerships to lead Federal growth initiatives across proposal development, capture management, and strategic teaming. This role will drive pursuit excellence, strengthen industry partnerships, and increase win rates for U.S. Federal Government opportunities.
Key Responsibilities:
Proposal Management:
- Lead end-to-end proposal development for Federal IT Services opportunities, including IDIQs, GWACs, BPAs, and Task Orders.
- Develop compelling, compliant, and customer-focused proposals, including executive summaries, management approaches, win themes, and past performance narratives.
- Partner with Capture Managers, SMEs, and Solution Architects to create winning proposal strategies and messaging.
- Manage proposal reviews, compliance, content quality, and submission activities.
- Establish proposal best practices, content libraries, and continuous improvement initiatives.
- Review and refine proposal content to strengthen compliance, responsiveness, clarity, and competitive positioning.
- Ensure proposals effectively communicate mission outcomes, technical capabilities, innovation, and measurable customer value.
- Establish and maintain proposal processes, templates, content libraries, and best practices to improve efficiency, quality, and win rates.
Capture Management:
- Lead capture activities from opportunity qualification through award.
- Develop win strategies, competitive assessments, customer engagement plans, and pursuit roadmaps.
- Support bid/no-bid decisions and solution shaping activities.
- Collaborate with Business Development and delivery teams to maximize win probability.
Strategic Partnerships & Alliances:
- Build and manage strategic relationships with Federal prime contractors, small businesses, and technology partners.
- Identify and negotiate teaming agreements, subcontracting partnerships, and joint pursuit opportunities.
- Expand the company's partner ecosystem to strengthen market presence and competitive positioning.
- Represent the company at industry events and partner engagement forums.
Qualifications:
- Bachelor's degree required; Master's degree preferred.
- 10 years of Federal proposal management, capture management, or business development experience within IT Services.
- Proven success leading large Federal pursuits and proposal teams.
- Strong understanding of Federal procurement processes, FAR/DFARS, and contract vehicles.
- Experience developing strategic partnerships and teaming relationships within the Federal marketplace.
- Excellent proposal writing, leadership, communication, and stakeholder management skills.
- APMP and/or Shipley certification preferred.
