Position Description:
Seneca Resources is seeking a detail-oriented and compliance-driven Compliance Specialist to support statewide oversight and monitoring activities for federally funded IRA Home Energy Rebates Programs, including HOMES (Section 50121) and HEAR (Section 50122).
This role will support compliance monitoring, quality assurance, reporting, data validation, and consumer protection efforts across all phases of the program lifecycle, including Early Administration, Full Performance, and Program Closeout. The ideal candidate will bring strong experience in public sector compliance, grant monitoring, audit support, data analytics, and federal program oversight.
The Compliance Specialist will collaborate with stakeholders to ensure adherence to DOE requirements, 2 CFR Part 200 regulations, FARC/ALRD reporting standards, privacy/security controls, and state compliance guidelines while helping safeguard program integrity and public funds.

Key Responsibilities:
Compliance Monitoring & Oversight
- Execute approved monitoring plans for HOMES and HEAR rebate programs.
- Monitor program performance, service-level agreements (SLAs), accessibility standards, complaint handling, and responsiveness metrics.
- Verify adherence to:
- Quality installation standards
- Energy savings thresholds
- Geotagged installation documentation
- On-site inspection requirements
- Conduct statistically valid random sampling and confidence-level validation for eligibility and compliance reviews.
- Review income verification processes and ensure compliance with AMI eligibility requirements.
- Track segregation of program work, billing accuracy, and administrative cost cap compliance.
Reporting & Program Governance
- Prepare and validate:
- Monthly Oversight Reports
- Quarterly Compliance Reports
- Annual Compliance Reports
- Corrective Action Logs
- Support development and annual updates of:
- Oversight & Monitoring Plans
- Quality Management Plans (QMP)
- Perform variance analysis, trend analysis, and root cause analysis to identify compliance risks and recommend corrective actions.
- Support DOE and SECO reporting requirements aligned with FARC, ALRD, and federal grant guidelines.
Data Integrity, Privacy & Security
- Validate program data for accuracy, completeness, reproducibility, and audit readiness.
- Ensure compliance with:
- CPA Data Safeguard Standards
- PII and privacy requirements
- Encryption and secure data transmission standards
- Security incident response procedures
- Support media sanitization and records retention activities aligned with NIST standards.
- Assist with cybersecurity compliance documentation and annual training attestations.
Stakeholder Coordination & Support
- Coordinate with program managers, monitoring teams, and state stakeholders on compliance activities.
- Participate in monthly performance review meetings and respond to compliance inquiries within required timelines.
- Assist with training and guidance related to monitoring procedures, reporting standards, and best practices.
- Support governance activities designed to prevent fraud, waste, and abuse within the rebate programs.
Required Skills/Education:
- Bachelor s degree in Public Administration, Business, Economics, Data Analytics, Information Systems, Energy/Environmental Policy, or related field; equivalent experience may be considered.
- 5 years of experience in:
- Public sector compliance
- Grant monitoring
- Audit support
- Business or program analysis
- Strong knowledge of:
- 2 CFR Part 200
- DOE-funded program compliance
- FARC and ALRD reporting requirements
- Federal and state governance standards
- Advanced experience with:
- Microsoft Excel

- Experience supporting Texas state government agencies or energy rebate initiatives.
