Primary Purpose
Develop, manage, review and approve the technical design and applicable documents provided by Contractors and assist in administering and monitoring both in-house and Contractor engineering teams during studies, Pre-FEEDs, FEEDs and/or EPC phases of a project, including during the detailed engineering and design and procurement phases, and providing technical direction and engineering support during construction, commissioning and start-up. Guide, coordinate and monitor the compliance of the technical engineering design with project specifications, industry standards, applicable permits and the scope of work, including the procurement of equipment and materials. Incorporate and manage work by Owners' Engineers or other third-party contractors as part of team and interface with other engineering consultants, including specialty contractors such as marine and geo-technical. This position is primarily located in FEED and/or EPC contractor offices, Sempra Infrastructure E&C offices in Houston, the project site(s), and may transition to the project site as the LNG/NZS Field Engineering Manager.
Duties and Responsibilities
- Works with Project Manager, E&C Engineering team and Director - Engineering on all engineering related aspects to ensure on time and cost-effective project execution.
- Ensures quality of engineering technical design and deliverables of both direct and subcontracted work complying with contract and government regulatory requirements and supports the overall project schedule.
- Manages the administration of engineering including interfaces with document control, review and approval matrices, document numbering, conformance to comments and all other administrative functions of managing the engineering effort.
- Provides leadership in review and approval of project issues such as design basis/assumptions, heat & material balance, equipment and material selection, operation & maintenance and compliance with design standards and environmental regulations.
- Attends and participates in all project key meetings organized by Project Manager and Director of Engineering. Conducts technical coordination meetings with relevant parties.
- Reviews drawings, schedules, specifications, and permits to ensure compliance with project requirements. Makes sound technical decision for FEED and/or EPC Contractor to avoid a stop and/or hold of the project construction activities.
- Works collaboratively with the Project Manager, Construction Manager and Operations Manager and the members of project leadership to ensure timely deliverables and proper and efficient interface management between the three functions of Engineering and Procurement, Construction and Operations.
- Works with the E&C Construction Manager to review engineering plans for plant constructability, operability and maintainability.
- Participates in the development and coordination of required vendor equipment and shop inspections.
- Reviews and provides input on contractor payments and change order requests.
- Provides technical support as required to field engineering.
- Collaborates with Commissioning and Start-up engineers to facilitate start-up sequence of the project and ensures efficient turnover of plant to operations and maintenance staff.
- Coordinates review of project engineering activities with the operations and maintenance staff.
- Performs other duties as assigned (no more than 5% of duties).
Education
- Bachelor's Degree in Engineering or related field/discipline. Required
- Master's Degree in Engineering or business degree. Preferred
Experience
- 12 years of energy industry experience. Required
- 5 years of project engineering experience Required
- 3 years in engineering management as Engineering Manager on a LNG Liquefaction design. Required
