Job Summary

The Neighbor Services Coordinator supports individuals and families across a 12-parish service area in Acadiana and Southwest Louisiana by connecting them to food resources and essential services that promote long-term food security. This position delivers direct SNAP application assistance — in person and by phone — while also building capacity within Second Harvest's partner agency network by training organizations to extend that service into communities we cannot reach alone. Working alongside various members of Second Harvest’s Impact Team, the Neighbor Services Coordinator ensures consistent, high-quality, and equitable service delivery across both direct and partner-facing channels. This role also supports connections to complementary benefits including Medicaid, CHIP, TANF, and other assistance programs.

ACCOUNTABILITIES

Direct SNAP Application Assistance

  • Provide high-quality, one-on-one SNAP application assistance to individuals and families, both in person at designated sites and by phone.
  • Maintain current, in-depth knowledge of SNAP policies, eligibility requirements, and application procedures, including any state or federal regulatory updates.
  • Support clients in accessing additional benefits including Medicaid, CHIP, TANF, transitional housing, healthcare, and other mainstream services, providing referrals as appropriate.
  • Attend community events, food pantry sites, and outreach activities — including occasional evening and weekend events — to meet clients where they are.
  • Conduct regular outreach calls to identify and engage individuals who may benefit from SNAP and other services.
  • Maintain a current referral list of community agencies and support organizations across the service area.

Partner Agency Training & Capacity Building

  • Serve as a primary trainer for partner agencies seeking to conduct SNAP application assistance, equipping staff and volunteers with the skills, tools, and knowledge to do so effectively.
  • Collaborate closely with the Partner Development Manager and Impact Coordinators to design, schedule, and deliver training sessions for partner agency staff and volunteers.
  • Develop and maintain training curricula, job aids, and outreach materials for use by partner agencies conducting SNAP application assistance on behalf of Second Harvest.
  • Organize and facilitate at minimum bi-annual SNAP training sessions for all relevant partner agencies; increase training frequency based on partner need and capacity.
  • Provide ongoing technical assistance and troubleshooting support to partner agencies as they build their SNAP assistance programs.
  • Track partner agency training completion, progress, and application activity; use data to identify gaps and prioritize follow-up.
  • Build and maintain strong relationships with partner agency contacts to support consistent, quality SNAP assistance delivery across the network.

Coordination, Collaboration & Data

  • Collaborate with Impact Team to integrate SNAP outreach and benefits access within distribution programs and other community touchpoints.
  • Work with the Volunteer Services team to recruit, train, and schedule SNAP application assistance volunteers as needed.
  • Record and track all outreach activities, direct service contacts, applications submitted, and partner training activity, compile data for quarterly reports.
  • Collaborate with local partners on localized outreach campaigns and strategies.
  • Adhere to Second Harvest’s Mission, Values Statements, and Code of Conduct; maintain professional and courteous conduct at all times.
  • Perform other duties as assigned to meet organizational needs.

QUALIFICATIONS

Education: Bachelor’s degree or equivalent combination of education and related experience. A degree in Social Work, Public Health, or a related field is preferred.

Experience: Two to three years of experience in benefits enrollment, case management, community outreach, or a related field. Experience delivering training or building capacity in community-based organizations is strongly preferred.

Skills and Capabilities

The ideal candidate will possess many of these professional and personal abilities:

  • Strong knowledge of SNAP policies, eligibility, and application procedures; ability to stay current with regulatory changes.
  • Demonstrated ability to design and deliver effective training for adults in community or nonprofit settings.
  • Excellent verbal and written communication skills, including comfort with public speaking and facilitation.
  • Strong relational skills and ability to work effectively with individuals from diverse social, ethnic, and economic backgrounds.
  • Ability to organize work, set priorities, exercise independent judgment, and balance multiple projects simultaneously.
  • Strong ethical character with good judgment, discretion, and ability to handle confidential information.
  • Experience working with volunteers, including training and scheduling.
  • Proficient in MS Office (Word, Excel, Outlook); ability to learn in-house database and reporting systems.
  • Ability to work independently with minimal supervision and represent Second Harvest professionally in community settings.
  • Possession of a current Louisiana driver’s license and a clean driving record; access to reliable transportation.

Preferred Qualifications

  • Existing familiarity with Louisiana SNAP processes and the DCFS application portal.
  • Experience working within a food bank, community food system, or social services network.
  • Knowledgeable of additional benefit programs (Medicaid, CHIP, TANF, WIC, etc.).

Allowable Substitutions: A combination of education, experience, and/or training that provides the required knowledge and skills for the position may be considered in lieu of education and/or experience at the organization’s discretion.

Pay: $48,000.00 per year
