POSITION PURPOSEThe Program Director will oversee the day-to-day operations of services at the Men’s Homeless Shelter. He/She will work collaboratively with all on-site departments to ensure effective problem-solving and alignment of strategies. This role is responsible for ensuring the safety, integrity, and overall mission of the program while meeting operational goals and objectives through strong leadership and professional practice. The Program Director will also oversee fiscal management, including developing and analyzing operational budgets and providing accurate, timely, and transparent updates on expenditures and reporting.RESPONSIBILITIES / DUTIES / FUNCTIONS / TASKS• Provide leadership for daily facility operations and supervise all staff levels. Directly supervise the Director of Program Operations, Operations Coordinators, Facility Manager, and Administrative Assistant. Ensure program accountability by meeting goals, targets, and performance outcomes, and ensure adequate support systems are in place for shelter success.• Oversee all daily shelter operations, ensuring a safe, supportive, and structured environment for residents.• Develop and implement policies, procedures, and programs tailored to the needs of shelter residents.• Manage the shelter budget, including financial oversight, fundraising, grant writing, and reporting.• Recruit, hire, train, and supervise staff and volunteers to ensure effective service delivery.• Coordinate with external agencies and community organizations to provide comprehensive services for residents.• Monitor and evaluate all shelter programs to ensure compliance with local, state, and federal regulations.• Build and maintain relationships with community partners, donors, and key stakeholders.• Advocate for resident needs within the community and with policymakers.• Prepare and present reports on shelter activities, outcomes, trends, and program needs.• Ensure the facility is maintained to the highest standards of safety, cleanliness, and regulatory compliance.• Respond to crises and emergencies in a calm, professional, and effective manner.• Implement initiatives that support residents’ mental, emotional, and physical well-being.• Facilitate resident access to employment, housing, healthcare, and other essential services.• Plan and oversee resident engagement activities, workshops, and support groups.• Oversee data collection and analysis to inform program improvements and measure effectiveness.• Supervise and mentor direct staff, promote professional development, maintain staff files, and coordinate training as needed.• Ensure full compliance with DHS outcomes, including placements, long-term stay metrics, retention, facility standards, staff performance, and quality assurance requirements.• Oversee census management, vocational services, case management, facilities operations, security operations, and housing placement initiatives.• Conduct performance reviews and participate in staffing decisions, including hiring and disciplinary actions.• Serve as the facility representative to city and state agencies, funders, and community-based planning bodies.• Ensure operations comply with New York State Office of Temporary and Disability Assistance (OTDA) and DHS regulations.• Establish and maintain effective relationships with community leaders, neighborhood associations, and local service providers.• Complete program status reports, develop corrective action plans, and monitor follow-through as required.• Oversee the condition, safety, and repair needs of the facility.• Track and manage ongoing expenses to ensure adherence to the annual budget.• Be available for on-call responsibilities 24 hours a day, 7 days a week.• Perform other related duties as assigned.
