Job Scope
Oversees daily operation of a division within a department. Directs staff, which should include people managers, in
the development and implementation of departmental or campus policies, procedures and programs. Adheres to
both district policy and governmental regulations concerning department or campus operations. Manages
departmental or campus structure, development, training, and planning.
Position Summary
The Director of Capital Planning & Development is a strategic leader responsible for guiding the District's long-
range vision for its physical assets, aligning with Board and community goals. This pivotal role oversees the
Facilities Master Plan, manages critical facility data for strategic decisions, and provides expert guidance for real
estate transactions including coordination with the Authorities Having Jurisdiction (AHJ). To ensure quality
implementation of the Districts long-range planning initiatives. Furthermore, this position manages the District's
comprehensive Real Estate portfolio, Facility Rentals. Serving as a key advisor to the Senior Executive Director, this
role offers expert counsel, participates in budget development, resolves complex issues, and fosters positive
community relations to enhance student achievement through an improved learning environment.
Essential Functions / Key Responsibilities
1. Oversee the comprehensive development, implementation, and continuous refinement of the District's
Facilities Master Plan, ensuring long-range planning aligns strategically with the evolving educational goals,
programmatic needs, and demographic shifts of the district.
2. Systematically manage, analyze, and interpret critical district facility data, including condition assessments,
capacity evaluations, utilization trends, and deferred maintenance, to inform strategic planning, capital
investment decisions, and resource optimization.
3. Provide strategic direction, expert guidance, and direct supervision to ensure the successful achievement
of the district’s Historic Preservation goals, compliance with relevant local, state, and federal regulations,
and integration of historic assets into future planning.

4. Actively coordinate and maintain strong working relationships with the City of San Antonio Development
Services and other governmental regulatory agencies to ensure full compliance with all codes, ordinances,
and guidelines pertinent to K-12 facilities and construction projects.
5. Provide comprehensive leadership and oversight for the District Rental Guidelines and Property
Management Specifications. This includes continuous development, maintenance, and enforcing rigorous
adherence to ensure they meet and sustain best practice standards.
6. Provide expert guidance and actively manage quality assurance for all capital program initiatives. Ensure
that capital investments consistently align with long-range planning, using continuous monitoring and data
collection to verify plan-to-execution alignment.
7. Oversee the district's comprehensive Real Estate portfolio, including strategic acquisitions, dispositions
(sales), and leasing activities. This includes managing Facility Rentals and maintaining the integrity of the
District’s archive of as-built drawings, property records, and related documentation.
8. Manage the Facility Rental process and its coordination, ensuring all renters strictly comply with the terms
and conditions of their rental agreements
9. Serve as a key advisor and provide expert counsel to the Senior Executive Director of Capital Development
& Construction Services, and other senior leadership, on all matters regarding assigned functions,
departmental operations, and strategic facilities initiatives.
10. Actively participate in the development of group plans and detailed budget proposals for capital projects
and departmental operations, ensuring fiscal responsibility and alignment with District financial objectives.
11. Resolve complex problems, clarify or interpret intricate information and policies, and conduct initial
screening and negotiations for critical issues, exercising sound judgment without necessarily possessing
final approval authority.
12. Participate actively in community activities that foster rapport and mutual respect between the District and
the larger community, promoting positive school/community relations through effective and transparent
communication regarding capital projects.
13. Manage and oversee the activities of a group of coordinators and consultants, providing direction,
guidance, supervision, coaching, mentoring, and performance management to ensure high-performing
teams and professional growth.
14. Stay abreast of industry best practices, emerging technologies, and legislative changes in capital planning,
facilities management, and construction, recommending and implementing improvements to District
processes and procedures.
15. Perform other related duties as assigned within the appropriate skill and experience capabilities expected
for this leadership position, contributing to the overall success of the Capital Development & Construction
Services department.
Minimum Requirements
- Bachelor’s degree from an accredited college or university or 4 years equivalent experience.
- 3 years of professional experience in Capital Planning, Construction Management, Facilities Planning or
- Progressive leadership experience to include:
o Coaching, Mentoring, Developing, and Performance Managing employees or teams.
- Valid Texas driver’s license and good driving record; must meet and maintain liability coverage eligibility.

- 10 years of progressive experience in planning, design, construction, architecture, historic preservation
- 4 Progressive leadership experience to include:
o Coaching, Mentoring, Developing, and Performance Managing employees or teams.
- Certification in Historic Preservation
- Certification from Association for Learning Environments
