Position Summary:
The Assistant Housing Manager, under the direction of the Housing Manager, is responsible for performing a wide range of complex administrative functions, related to finances, accounting, grants, and promotion of services, staffing, and the development and maintenance of effective operations of the department. This position is also responsible for all aspects of the Housing Department, including personnel in the absence of the Housing Manager.
Essential Duties and Responsibilities:
- Provide direction and supervision to subordinate staff and manage office functions and staff relations for effective workflow and workload.
- Assist with development and enforcement of policies, procedures and SOPs for Housing operations, special programs, and office management.
- Assist with the maintenance of personnel records.
- Assist the Housing Manager with planning and implementing the Housing Department’s mission, goals and objectives.
- Assist with the collection of data for grant applications for year end, or grant close out reporting.
- Assist in the development of the annual operating budget, participate in reviews and monitor budgets.
- Assist with ensuring program activities and services are in compliance with the NAHASDA Statute federal regulations.
- Compile data and report on department accomplishments to the tribal administrators, Tribal Council, and funding agencies.
- Assist the Housing Manger with assessing operational, program, staffing and fiscal needs.
- Monitor tenant services including admissions, accounts receivable, and maintenance of housing inventory.
- Monitor processing of monthly billing, rent collections, deposits, and bad debts.
- Prepare reports and conduct presentations on Housing Department programs and initiatives.
- Coordinate and document housing inventory inspections.
- Assist the Manager with planning and implementing new housing developments and rehabilitation projects.
- Assist with the self-monitoring activities as required under the NAHASDA Statute.
- Ensure Housing Department compliance with partner agreements; MOU and contract documents.
- Travel for training as required.

Minimum Qualifications:
- Must be Saginaw Chippewa Indian Tribal member.
- Bachelor’s degree in Business Administration, Accounting or related field or five years demonstrated ability in relevant work experience may be considered in lieu of degree.
- One year supervisory experience.
- An equivalent combination of education and directly related experience may be considered.
- Will be required to undergo and successfully pass a background check and complete and pass pre-employment drug testing.
Desired Qualifications
- Two years’ experience working with public or Indian housing programs.
License, Certification, or Special Requirements:
- Native American preference shall apply to all positions.
- Must possess a valid, state issued driver’s license, and be able to obtain a Tribal Driver’s License and qualify for coverage by SCIT auto liability insurance carrier.

- Must have experience with housing construction and rehabilitation.
- Must maintain confidentiality.
- Must have experience with the Micro Soft Office Suite of software programs.
- Must have experience with various office machines, such as scanner, fax, and phones.
Physical Demands:
- Frequent use of hands, wrists, fingers associated with computer equipment.
- Position is mainly sedentary (sitting for long periods), occasional standing, walking and lifting of maximum 20 pounds.
- Physical factors include normal visual acuity, normal hearing, bending, driving, standing, walking, carrying/lifting, pushing/pulling, climbing stairs, stooping, kneeling, crawling, reaching, manual handling, and use of smell.
- Potential hazards include constant client contact and computer use.
- This position may include high pressure situations and deadlines for managing various tasks simultaneously.
