Trust & Safety Enforcement Operations Specialist - Fraud, Scams & Escalations

Contract: 5-month W2 contract
Pay: $100-$120 per hour
Location: Flexible within the United States; San Francisco Bay Area candidates are preferred but not required

Russell Tobin is supporting a leading AI technology company in hiring a Trust & Safety Enforcement Operations Specialist to join its Fraud, Scams, and high-risk enforcement operations team.

 

This role will support repeatable, human-led enforcement reviews that help the organization scale its safety operations responsibly. The specialist will review user interactions for potential policy violations, assess high-risk cases, and manage escalations involving law enforcement and the National Center for Missing & Exploited Children, or NCMEC, using established referral criteria.

 

A significant portion of the work will involve reviewing violent exchanges, evaluating threats of harm toward others, and handling cases in which violence intersects with fraud, scams, exploitation, or other policy violations. The specialist will make consequential judgment calls under time pressure, clearly document their reasoning, and collaborate with legal, policy, threat intelligence, and enforcement partners when cases require additional review.

Responsibilities

  • Review user interactions, customer signals, and other content for potential violations involving fraud, scams, violence, threats, exploitation, and related safety concerns.
  • Assess violent exchanges and threats of harm based on credibility, imminence, specificity, and applicable enforcement criteria.
  • Prepare and manage escalations to law enforcement and NCMEC in accordance with established referral and reporting requirements.
  • Ensure referrals are timely, accurate, complete, and supported by clearly documented evidence and reasoning.
  • Apply established enforcement workflows, policies, and referral thresholds consistently and carefully.
  • Escalate ambiguous or high-risk cases to the appropriate internal stakeholders rather than resolving them independently.
  • Develop subject-matter expertise in violence-related policy areas, including threats to life and cases in which violence overlaps with other violation types.
  • Maintain rigorous case records and chains of reasoning that can withstand legal, regulatory, and external review.
  • Support customer communications and appeals related to policy-enforcement decisions.
  • Partner with strategy, policy, legal, threat intelligence, and investigative teams to:
    • Identify emerging fraud, scam, abuse, and harm trends.
    • Surface new threat patterns and potential policy gaps.
    • Flag content that may improve classifiers, detection systems, and enforcement tooling.
    • Refine escalation and referral criteria as products and threat landscapes evolve.
  • Participate in post-incident reviews and help translate individual cases into scalable process improvements.
  • Triage cross-functional requests and provide timely, well-supported guidance.
  • Consistently meet quality, documentation, and turnaround-time expectations, including during imminent-harm cases.

 

Qualifications

  • Experience in Trust & Safety, content moderation, investigations, threat assessment, fraud operations, crisis response, intelligence analysis, law enforcement, or a related field.
  • Demonstrated ability to exercise sound, defensible judgment in high-stakes situations where established criteria may not fully resolve the case.
  • Ability to review disturbing or sensitive material with consistency, care, and attention to personal resilience.
  • Strong written communication skills, particularly when documenting decisions that may be reviewed by legal, regulatory, law-enforcement, or other external parties.
  • Exceptional attention to detail and a systematic approach to case review and documentation.
  • Ability to work independently, manage competing priorities, and consistently meet deadlines.
  • Strong judgment regarding when to make a decision and when to escalate a case for additional review.
  • Ability to adapt quickly as policies, workflows, products, and threat patterns change.
  • Strong collaboration skills and experience working across multidisciplinary teams.
  • Genuine interest in AI safety, responsible technology development, and online harm prevention.

 

Preferred Qualifications

  • Direct experience preparing law-enforcement referrals, submitting NCMEC CyberTipline reports, or managing comparable mandatory-reporting workflows.
  • Experience reviewing credible threats, violent content, violent extremist material, or imminent-harm cases.
  • Experience investigating fraud, scams, coordinated abuse, or malicious user behavior on a digital platform.
  • Familiarity with digital-platform policy enforcement and the legal or regulatory frameworks governing safety escalations.
  • Background in threat intelligence, behavioral analysis, crisis management, or user-risk investigations.
  • Understanding of AI ethics, responsible AI deployment, or safety risks associated with emerging technologies.
