Position Summary:

We are hiring a Quality Control Manager to support large-scale heavy civil and infrastructure projects in Oceanside, CA. The QC Manager will be responsible for implementing and maintaining project-specific Quality Control programs while ensuring compliance with contract requirements, owner standards, and regulatory specifications. This is a full-time, on-site role suited for experienced heavy civil professionals with a strong background in transportation, water, wastewater, or public works construction who are ready to take ownership of quality systems at the project level.

Key Responsibilities:

  • Develop, implement, and manage project-specific Quality Control Plans in accordance with contract documents and owner requirements.
  • Oversee all quality control activities including inspections, testing, documentation, and corrective actions.
  • Coordinate with Project Managers, Superintendents, subcontractors, inspectors, and owners to ensure quality standards are met.
  • Review plans, specifications, submittals, and shop drawings to verify compliance and constructability.
  • Monitor field work to ensure installation meets approved drawings, specifications, and quality standards.
  • Track and manage nonconformance reports, deficiency logs, and corrective action plans.
  • Maintain accurate quality documentation including daily reports, inspection records, testing results, and closeout packages.
  • Ensure compliance with applicable safety, environmental, and regulatory requirements as they relate to quality.
  • Support audits, owner inspections, and agency reviews as required.
  • Provide guidance and training to field staff and subcontractors on quality expectations and procedures.

Qualifications:

  • 5 years of experience in heavy civil infrastructure construction with a strong focus on quality control.
  • Experience supporting transportation, water, wastewater, utility, or public works projects.
  • Strong working knowledge of construction quality control systems, inspection processes, and testing requirements.
  • Ability to interpret and enforce contract documents, plans, and technical specifications.
  • Proficiency with construction software such as Procore, Bluebeam, and document control systems.
  • Excellent organizational, communication, and documentation skills.
  • Ability to work independently in a fast-paced field environment while collaborating with project teams.
  • Bachelor’s degree in Civil Engineering, Construction Management, or related field preferred.
  • Certifications such as QCM, CWI, or similar are a plus.
  • Valid driver’s license with a clean driving record.

Job Type: Full-time

Pay: $97,000.00 - $130,000.00 per year
