Our client is seeking a Bilingual Human Resources Manager to join their Texas-based team. Key Responsibilities:

As a Human Resources Manager, you will be entrusted with building core HR processes that underpin the success of a diverse workforce in Texas. Your day-to-day activities will involve ensuring regulatory compliance at every level while managing payroll operations efficiently so that employees are always supported accurately and promptly. You will be instrumental in creating an open channel for employee relations-addressing queries with empathy-and driving initiatives that enhance engagement across teams. By coordinating training programs tailored to local needs yet informed by global best practices, you will empower colleagues to grow professionally. Your bilingual skills will allow you to act as a cultural ambassador between American staff members and international headquarters; your insights will help adapt corporate strategies for maximum relevance locally.   • Ensure full compliance with all relevant U.S. federal and state labor laws by monitoring working hours, overtime, leave entitlements, anti-discrimination measures, workplace safety protocols, and collaborating with external legal advisors or payroll providers when necessary.
  • Oversee accurate and timely payroll processing for all employees, including base salary calculations, bonuses, overtime pay, and ensure that attendance management systems are robust and aligned with both company standards and local regulations.
  • Act as the primary point of contact for all U.S.-based employees regarding HR policies, workplace concerns, day-to-day issues, and provide dependable support to foster a positive work environment.
  • Build employee engagement initiatives that strengthen workplace relationships and create an inclusive culture where everyone feels valued.
  • Support the implementation of performance management systems such as OKRs or KPIs tailored specifically for the U.S. sales team by tracking progress and providing constructive feedback to ensure alignment with company objectives.
  • Coordinate local training programs including sales enablement sessions, compliance courses, onboarding workshops, and leverage resources from headquarters to deliver impactful learning experiences.
  • Serve as the essential link between U.S. employees and Taiwan headquarters by facilitating clear communication of policies, initiatives, feedback on cultural differences, market practices, and employee needs.
  • Provide guidance on adapting global HR policies to fit local requirements while maintaining consistency across regions.
  • Manage recruitment workflows from sourcing candidates through onboarding new hires into the organization's culture.
  • Proactively resolve HR-related challenges by leveraging internal expertise as well as external resources when needed.

  • High degree of adaptability-capable of managing multiple HR responsibilities independently while responding flexibly to changing priorities or unexpected challenges.
  • Deep cross-cultural awareness-sensitive to cultural nuances that influence workplace dynamics; able to localize global policies effectively without losing sight of broader organizational goals.
  • Trustworthy nature-regarded as a reliable go-to person whom employees feel comfortable approaching with questions or concerns.

  • Experience supporting performance management systems (such as OKRs/KPIs) within sales-driven environments is highly desirable.
  • Familiarity with U.S. payroll systems-including bonus structures, overtime calculations-and attendance management tools is advantageous.
  • Ability to coordinate engaging training programs using both local resources and materials provided by international headquarters.
