Key Responsibilities

System Administration

• Monitor application uptime and availability, remediate portal alerts, and maintain SLA metrics (99.9% application uptime target); document root cause and prepare incident postmortem reports within 3–5 business days of an incident.

• Manage user access, roles, and permissions across applications following the principle of least privilege.

• Maintain security configurations, apply system updates, and ensure ongoing compliance with the client's security policies and rules of behavior.

• Perform regular system backups and disaster recovery testing; maintain system logs and audit trails.

• Coordinate with hosting and cloud service providers (Microsoft Azure, AWS, and related platforms) on system health and availability.

• Manage SSL certificates and security credentials for supported applications.

• Document system configurations, changes, and disaster recovery plans; deliver the monthly System Documentation report.

• Analyze and plan software/version releases in coordination with the client's enterprise architecture; deliver the monthly system software version report.

• Note: database administration (Oracle, SQL Server) and OS/network-level infrastructure are led by existing client DBA and infrastructure teams — this role supports and coordinates with, rather than owns, those functions.

Rhapsody Integration Engine (Subject Matter Expertise)

• Serve as the team's expert on the Rhapsody Integration Engine (currently v7.8.2), currently supporting 56 communication points, 38 routes, and 5 web services across 5 applications in the portfolio.

• Monitor, troubleshoot, and modify communication routes, filters, and message flows that facilitate system-to-system data exchange, including tailored HL7 XML messaging used for laboratory result exchange.

• Diagnose and resolve interface/message-flow issues affecting production data exchange between portfolio systems and trading partners.

• Recommend new or improved integration approaches and products to improve program support efficiency and effectiveness.

• Note: platform-level engine administration, installation, and version upgrades are handled by another party; this role focuses on development, configuration, monitoring, and troubleshooting on the platform, not on administering the Rhapsody platform itself.

DevOps, Documentation, and Cross-Functional Support

• Maintain and enhance DevOps practices using Microsoft Azure DevOps: manage Git repositories following Git-Flow branching conventions (feature, developer, and release branches), participate in peer-reviewed pull requests, and maintain automated build/release pipelines and CI/CD documentation.

• Implement application-level logging, monitoring, and alerting (the contractor is not responsible for standing up enterprise-wide observability tooling).

• Maintain configuration-as-code and secrets management wherever practicable; support both containerized and traditional deployment models.

• Support Application Development and Systems Analysis roles by sharing system knowledge and conducting technical research as needed; support Agile ceremonies (sprint planning, backlog grooming, retrospectives) in coordination with the Product Owner, client IT Project Manager, and Contracting Officer's Representative (COR).

• Ensure delivered code and configuration changes pass performance testing and secure code scans, and are released through the established release management process.

• Contribute to and help maintain system architecture documentation, dependencies, and integration diagrams.


Required Qualifications

• Demonstrated expertise in system administration, including security hardening, access management, and regulatory compliance for enterprise application environments.

• Expert-level, hands-on knowledge of the Rhapsody Integration Engine: monitoring, troubleshooting, and modifying communication routes, filters, and message flows for system-to-system data exchange.

• Strong analytical and troubleshooting skills applicable to system performance, systems analysis and design, and data analysis.

• Working knowledge of the Microsoft technology stack relevant to the portfolio: C# .NET, ASP.NET Core, Entity Framework, MediatR, Java web applications using MVC patterns, JavaScript/TypeScript, and React Native, sufficient to support integration and troubleshooting work across the portfolio.

• Experience with Microsoft Azure services, including Kubernetes, SQL, Storage, Service Bus, and Application Insights, and with microservices architecture.

• Experience with Microsoft Azure DevOps, including Git-based version control, branching strategies, and CI/CD pipelines.

• Familiarity with project management frameworks such as ITIL, PMBOK, Agile/Scrum, and Waterfall.

• Strong written and verbal communication skills, including the ability to produce clear technical documentation and status reporting for government stakeholders.

• Strong organizational skills and demonstrated ability to handle sensitive information appropriately.

• Proficiency with Microsoft Office tools (Word, Excel, PowerPoint, Teams).

• U.S. citizenship or current permanent residency (Green Card) and the ability to pass a federal background investigation and obtain/maintain a government-issued PIV credential; valid driver's license or government-issued ID.


Preferred / Complementary Skills

• Experience with Palantir Foundry.

• Python scripting experience.

• Familiarity with legacy platforms in the environment, including Oracle WebLogic, Oracle Database, and SQL Server Integration Services (SSIS) ETL processes.

• Awareness of Section 508 / WCAG accessibility standards for federal information and communications technology.

• Prior experience supporting federal civilian agency IT environments.


Work Environment & Additional Requirements

• Government-furnished equipment is required for any connection to the client's network; personal/non-government equipment is not permitted without client CISO approval.

• Must complete required client remote-access forms, security agreement and rules of behavior, online security training, and (if issued a government mobile device) mobile rules of behavior.

• Must be able to work core hours aligned to the Mountain Time zone, the time zone of record for contract deliverables.

Salary : $80,000 - $100,000
