Senior PostgreSQL Database Performance Engineer
JOB SUMMARY
The BLS program reports a Senior PostgreSQL Database Performance Engineer to support the continuous monitoring, tuning, and improvement of the Wage Records Database for a federal agency client. This role will establish performance baselines, diagnose PostgreSQL and query issues on Amazon Web Services (AWS), recommend schema and configuration changes, and coordinate database activities with Government staff and infrastructure teams.
KEY RESPONSIBILITIES
- Monitor the availability, stability, and performance of the Wage Records PostgreSQL database on a continuous basis
- Establish and maintain query-performance baselines; identify and document performance degradation and operational trends
- Review database schemas, queries, indexes, configurations, and execution plans and recommend changes that improve performance on the AWS platform
- Diagnose PostgreSQL performance issues with AWS monitoring and troubleshooting tools; notify the Government Task Monitor immediately and recommend corrective action
- Coordinate with staff responsible for Oracle infrastructure and communicate scheduled Oracle database maintenance as soon as the information becomes available
- Attend weekly Wage Records staff meetings and report database issues, performance risks, maintenance activities, and resolution status when requested
- Assist users and developers with performance issues involving Structured Query Language (SQL), stored procedures, and Oracle Procedural Language/Structured Query Language (PL/SQL)
- Evaluate data security, continuity of operations, storage capacity, processing speed, and input/output requirements and brief technical and senior management staff on recommended changes
REQUIRED QUALIFICATIONS
- Nine or more years of experience designing and developing enterprise applications, including coding with SQL, stored procedures, and task-specific programming languages
- Nine or more years of experience with data modeling, data warehousing, distributed processing, logical and physical database design, software integration, or database security techniques
- Nine or more years of experience with business and system object modeling and developing analysis, design, or software architecture documents
- At least seven years of experience with current network, application development, database, and enterprise systems architectures and technologies
- Hands-on knowledge of PostgreSQL administration, query tuning, execution-plan analysis, indexing, configuration, and performance troubleshooting
- Hands-on knowledge of AWS and AWS tools used to access, monitor, and troubleshoot PostgreSQL databases
- Experience with continuous integration and continuous delivery tools, advanced testing tools, and at least one year of automated test-driven development in an Agile environment
- Experience applying secure-by-default and zero-trust principles and at least five years leading software engineering, database engineering, or other technical professionals
PREFERRED QUALIFICATIONS
- EnterpriseDB PostgreSQL Associate or Professional certification
- AWS Certified Solutions Architect or AWS Certified CloudOps Engineer certification
- Experience with Amazon Relational Database Service for PostgreSQL, Amazon Aurora PostgreSQL, Amazon CloudWatch, AWS Performance Insights, and pg_stat_statements
- Experience building service-oriented architecture solutions using web service standards or microservices
- At least three years of experience working with Extensible Markup Language (XML) or JavaScript Object Notation (JSON)
EDUCATION
Bachelor's degree in computer science, Information Technology, Software Engineering, Computer Engineering, Data Science, or a related technical field. Four additional years of relevant database engineering, application development, or systems architecture experience may substitute for the bachelor's degree.
CLEARANCE REQUIREMENTS
Minimum Tier 1/National Agency Check and Inquiry (NACI) background investigation required. The candidate must pass Department of Labor pre-screening, provide proof of at least three years of residency in the United States, and maintain the required eligibility throughout the period of performance.
