This position is part of the National Archives and Records Administration, Transparency and Access Program. The incumbent will carry out complex professional assignments involving delivery of advisory services to Federal agencies.

Qualifications:

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: To be qualified for this position at the GS-9 level, you must have at least one year of specialized experience equivalent to the GS-7 level that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes:

  • Independently responding to customer requests and issues, both verbally and in writing; AND
  • Reading, interpreting and explaining policies, manuals, procedures, and/or statutes; AND
  • Supporting general office operations such as managing a database, compiling reports, drafting correspondence, or customer service.
OR
  • 2 years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree.
OR
  • You may qualify by a combination of experience and education.

NOTE: Only education in excess of the first 18 semester hours (i.e., beyond the first year) of graduate education is creditable toward meeting the specialized experience requirement.

Specialized Experience: To be qualified for this position at the GS-7 level, you must have at least one year of specialized experience equivalent to the GS-5 level that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes:

  • Reading and interpreting policies, procedures, and/or manuals; AND
  • Managing and inputting information into a database; AND
  • Providing customer service, communicating verbally and/or in writing.
OR
  • 1 year of graduate-level education or superior academic achievement.
OR
  • You may qualify by a combination of experience and education.

NOTE: Only education in excess of the basic education requirement (i.e., beyond Bachelor's degree) is creditable toward meeting the specialized experience requirement.


In addition to the above requirements, you must meet the following requirements, if applicable (as defined in 5 CFR 300, Subpart F):
Time-in-Grade: For the GS-09, you must have been at the GS-07level for 52 weeks.

Time-in-Grade: For the GS-07, you must have been at the GS-05level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Responsibilities:

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As an Archivist, you will:

  • Develop and deliver responses (orally and in writing) to reference requests that draw upon a broad knowledge of records, involve multiple sources of information, employ innovative research techniques, or require interpretation of complex rules or procedures.
  • Review records and apply appropriate restrictions in compliance with EO 13526, the Freedom of Information Act, access rules of the House and Senate, copyright laws, donor requirements, or other mandates.
  • Interpret complex descriptive standards, prepare descriptions of and finding aids for complex bodies of records, and assist others in understanding standards and creating descriptions and finding aids.
  • Plan and coordinate activities leading to the identification and transfer of records to the National Archives and Records Administration, including resolving issues associated with transfers.
