The Research Foundation for Mental Hygiene, Inc. is currently seeking a motivated and detail-oriented qualified candidate to fill the full-time position of a Fiscal Analyst. This position works within the Bureau of Managed Care Finance and Data Analytics within the Strategic Finance & Managed Care Group. This Division monitors the managed care service-delivery and payment system for mental health, evaluates health plans' performance, and calculates and implements the rate for the services delivered by OMH licensed providers in both Fee-for-service and Managed Care systems.
In this role the incumbent will specifically supports the financial oversight, analysis, and reporting functions for the implementation of the Innovation in Behavioral Health (IBH) Model. The incumbent will contribute to the evaluation of health plans' performance, development of rate packages, and implementation of financial and billing strategies for OMH-licensed providers participating in the IBH Model.
The candidate must demonstrate the ability to translate complex fiscal and billing concepts in ways that can be understood by a variety of audiences. The incumbent will be required to interact with internal and external organizations (e.g., OMH financial, program and clinical staff, other NY State government agencies, and health insurance plans), so strong written and oral communication skills are required. The incumbent must have strong organizational, interpersonal, and analytical skills, with the ability to manage multiple priorities and meet deadlines.
The successful candidate will work as part of a multidisciplinary team, supporting data, fiscal, and billing-related initiatives to improve the delivery of behavioral health services and have a strong background in government-sponsored healthcare finance or medical billing
Duties and responsibilities include but are not limited to the following:
- Coordinate fiscal analysis and reporting of Innovation in Behavioral Health (IBH) model implementation and performance.
- Support rate-setting activities including developing the IBH rate package, loading rates for IBH Practice Participants and evaluating the premium impacts.
- Draft billing and fiscal notifications to Managed Care Organizations (MCOs) and Practice Participants as needed for the IBH model to support billing system configuration.
- Coordinate and develop IBH billing and fiscal webinars or other trainings for MCOs and Practice Participants.
- Monitor, track, and respond to IBH model fiscal and billing inquiries from MCOs, Practice Participants, and other stakeholders.
- Serve as a liaison and collaborate DOH as well as other Divisions within OMH on IBH fiscal and billing related assignments and projects.
- Provide briefings and updates to executive leadership on progress and outcomes of fiscal and billing assignments related to the IBH model.
- Assist the OMH Fiscal Analyst Manager with assigned tasks, ensuring compliance with deadlines and project goals.
Minimum Qualifications:
- Bachelor's degree from an accredited college and at least one year of experience in healthcare finance, Medicaid billing, or managed care payment systems.
- At least one year of professional experience with Microsoft Office products (Word, Excel, Outlook, etc.
Preferred Qualifications:
- At least one year of professional experience working with state agencies that oversee government-funded insurance (e.g., Medicaid or Medicare) or in healthcare finance.
- At least one year of professional experience in fiscal analysis.
