Redpath Partners is partnering with a highly respected owner/developer seeking an experienced Construction Project Manager to lead the planning, execution, and delivery of affordable housing developments throughout Upstate New York.
This individual will oversee all phases of construction, from predevelopment through project closeout, ensuring projects are delivered safely, on schedule, within budget, and in compliance with affordable housing regulations and funding requirements.
The ideal candidate will have a proven track record managing multifamily residential construction projects, strong financial and contract management experience, and the ability to collaborate effectively with owners, consultants, contractors, and public agency stakeholders. Key Responsibilities:
Project Leadership
- Manage affordable housing construction projects from preconstruction through completion and stabilization.
- Develop and maintain project schedules, budgets, and risk management plans.
- Lead coordination efforts among owners, architects, engineers, contractors, consultants, lenders, and government agencies.
- Ensure project milestones are achieved in accordance with financing and regulatory requirements.
Construction Management
- Oversee general contractors and subcontractors to ensure quality, schedule, and budget performance.
- Conduct regular site visits and construction progress meetings.
- Review construction schedules, monthly reports, payment applications, change orders, and contractor claims.
- Monitor construction quality and compliance with design specifications.
Budget & Financial Oversight
- Manage project budgets ranging from $20M to $100M .
- Review cost estimates, contractor bids, and value engineering opportunities.
- Track contingencies and approve expenditures within authorized limits.
- Coordinate draw requests and reporting requirements associated with public and private financing sources.
Affordable Housing Compliance
- Ensure compliance with LIHTC, HUD, NYSHCR, HOME, CDBG, and other affordable housing program requirements.
- Coordinate inspections, reporting, and documentation required by funding agencies.
- Maintain records supporting regulatory and financing compliance throughout construction.
Contract Administration
- Negotiate and administer contracts with consultants, contractors, and vendors.
- Manage RFIs, submittals, change orders, and project documentation.
- Mitigate project risks and resolve disputes in a timely manner.
Stakeholder Management
- Present project updates to senior leadership, investors, community partners, and financing agencies.
- Build strong relationships with municipal officials and community stakeholders.
- Support public meetings and community engagement efforts as needed.
Required Qualifications
- Bachelor's degree in Construction Management, Engineering, Architecture, Real Estate Development, or related field.
- 8 years of construction project management experience.
- 5 years managing multifamily residential, mixed-use, or affordable housing developments.
- Demonstrated experience overseeing projects exceeding $20M in construction value.
- Strong knowledge of construction contracts, project scheduling, budgeting, and cost controls.
- Excellent leadership, negotiation, and communication skills.
- Proficiency with Procore, Bluebeam, Microsoft Project, and Microsoft Office Suite.
Preferred Qualifications
- Experience managing LIHTC affordable housing developments.
- Knowledge of New York State affordable housing programs and requirements.
- PMP, CCM, PE, or similar professional certification.
- Experience with adaptive reuse and occupied rehabilitation projects.
- Familiarity with prevailing wage and MWBE participation requirements.
