BASIC POSITION FUNCTION

Under the supervision of the Program Manager, the Temp Part Time Outreach Specialist is responsible for developing networks among individuals, groups, organizations, and agencies through policy community-based approaches. This position is required to provide on-site services and/or outreach intervention in diverse, lower socioeconomic areas at various times of the day and evening.

  • $24.16/hour
  • Temporary position until end of June 2026

ESSENTIAL DUTIES/RESPONSIBILITIES

Community Engagement

  • Community outreach, conduct presentations, community involvement and participation on key committees, organizations, and collaboratives in the Inland Empire.
  • Establish partnerships with local agencies and neighboring cities, communities, businesses, and agencies.
  • Attend events, support with hosting events such as resource fairs or health clinics
  • Perform outreach work in the community by canvassing and doing door to door outreach
  • Displays awareness of health disparities in underserved communities
  • Work within contract/funding source guidelines/requirements. 
  • Partner with program staff/volunteers and interns as needed. 
  • Collect data and enter outreach outcome statistics.
  • Cross-department collaboration, training, and support.
  • Create and maintain a creative, positive, sustainable, and supportive work environment.
  • Ensures the adequacy of information delivered to the community and the provision of high quality, culturally sensitive referrals.
  • Displays sensitivity to the service population's cultural and socioeconomics characteristics.
  • Performs work in a safe manner at all times and abide by safety practices.
  • Maintain regular communication with Program Director and Manager, and actively participate in team meetings to ensure program goals are met and to provide updates on program progress or challenges.
  • Assist with participant screening, intake process, planning for recognition events, and closure activities to ensure program quality and success. This may include developing or implementing program policies and procedures related to participant engagement and retention.
  • Create long- and short-range activities according to curriculum objectives, developmentally appropriate practice, and program philosophy. This may include developing and implementing program activities that align with the program's goals and objectives.
  • Create and disseminate marketing materials to promote the program. This may include developing flyers, brochures, social media content, or other materials that promote program services and encourage program participation.
  • Travel extensively and conduct community outreach, including work nights and weekends as needed to ensure program success and meet program goals. This may include conducting outreach efforts to underserved communities or providing services in remote locations.
  • Greeting, engaging and processing clients' initial visit to the center. Providing excellent customer service
  • Provide case management support to community members being serviced in the resource center.
  • Create and maintain excellent working relations with community agencies/members, stakeholders, visitors, and team members.
  • Track and document time services accurately for compliance and ensuring documentation on designated platform.
  • Stay flexible, professional, and available to support the resource center at the allocated time and on a daily or walk-in basis.
  • Provide resources to community members referring to both internal and external services.
  • Provide crisis intervention and support as needed and make appropriate referrals to emergency services.
  • Ability to identify situations in which Mandated Reporting is necessary or consultation is required.
  • Assist with community-wide violence prevention and intervention planning and community mapping of resources.

 

Administrative

  • Maintain all agency operational forms and program evaluations in a timely manner (Daily Time Sheet, Mileage, Primary Prevention Service Data System, Federal reports, etc.).
  • Assist with ensuring sign in sheets, intake forms and referrals forms are completed accurately and entered appropriately and in a timely manner in the data tracking systems.
  • Track and fulfill all program activity reporting requirements for agency and funders.
  • Work collaboratively with other departments at Reach Out on projects, events and assignments as requested throughout the Inland Empire.

 

Professional Development

  • Attending agency-approved workshops, conferences and conventions related to this position.
  • Attending all agency training sessions, staff meetings and DEI meetings.

 

 

OTHER REQUIREMENTS

  • Willingness to sign a Training Agreement, if required, for participation in mandatory trainings related to program compliance and government funding requirements.
  • Ability to work flexible schedule including nights and weekends.    
  • Provide translation support for documents and verbal communications if fluent in Spanish
  • Assist with and provide support for Reach Out events as needed.
  • Perform other job-related duties as assigned.

Qualifications:

Required Experience:

  • A minimum of three (3) years of community engagement experience.
  • A minimum of two-three (2-3) years of community organization experience working with a diverse group of youth from various socioeconomic, cultural, and self-identified groups.

 

Preferred Education:

  • Bachelor’s Degree from a four-year college or university; or
  • Five years of community engagement experience.   

 

Preferred Experience:

  • Fluent Bilingual Spanish/English.

  • Annually attend out of State or County conferences per contract requirements.

  • Be proficient in Microsoft Office and have proficient computer skills.

  • Physical Demands - While performing the duties of this job, the employee is frequently required to sit; stand, walk and use their hands to complete various tasks. The employee is occasionally required to react quickly with hands and arms.  The employee is occasionally required to climb or balance; and stoop, kneel, crouch, or crawl.  The employee must frequently lift and/or move up to 20 pounds and occasionally lift and/or move up to 45 pounds.  Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to adjust focus. 
  • Work Environment - While performing the duties of this job, the employee is infrequently exposed to extreme outside weather conditions.  The employee is infrequently exposed to wet and/or humid conditions. On occasion the employee could be exposed to fumes or airborne particles. The noise level in the work environment is usually moderate as found in an office environment.

Participation in certain trainings may be required for your position, as these sessions are mandated by program compliance standards and by our government funding agreements (federal, state, or local). If you are required to attend such trainings, you will be asked to sign a Training Agreement that details the terms and conditions—including any reimbursement obligations—associated with the training. You are welcome to review a sample of this agreement upon request, particularly once a specific training has been identified for you.
