Job Description
The Program Specialist IV performs senior-level maintenance and facility support work for the Railroad Commission of Texas. This position is responsible for assisting with moving office furniture and equipment, supporting mailroom operations, and performing basic facility maintenance tasks. This role is a critical, high-demand position that ensures the smooth operation of agency facilities and support services. Due to the hands-on and responsive nature of the work, regular and dependable on-site attendance is essential.. Work is performed under limited supervision with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions
Maintain day-to-day agency operations; reliable and consistent in-person attendance is required.
Move and arrange office furniture, equipment, and supplies between workspaces and storage areas as needed.
Assist with the setup and breakdown of workstations, training rooms, and conference areas.
Provide support for daily mailroom operations, including sorting, distributing, and preparing incoming and outgoing mail.
Perform basic facility upkeep such as replacing light bulbs, minor furniture assembly, and reporting maintenance issues.
Assists with receiving, inventorying, and distributing supplies and materials.
Maintain orderliness and cleanliness in common areas, storage rooms, and loading areas.
Coordinate with vendors, staff, and couriers for deliveries and pickups as directed.
Support agency emergency procedures and facility-related safety measures.
Receive items in CAPPS.
Perform other duties as assigned related to operations and support services.
Exposure to standard office and warehouse environments.
Some work may be performed outdoors or in facilities during maintenance or relocation activities.
May require the use of hand tools and light equipment.
Requires frequent lifting (up to 50 lbs.), walking, standing, carrying, and bending.

Qualifications: Minimum Qualifications
Graduation from a standard senior high school or equivalent.
At least one year of experience in facilities, maintenance, warehouse, or mailroom operations.
Ability to work independently and collaboratively with a team.
Valid Texas Class C drivers li ense or ability to obtain.
Strong communication and customer service skills.
Preferred Qualifications
Two years or more of experience in facilities, maintenance, warehouse, or mailroom operations.
Experience in a government, institutional, or corporate facilities environment.
Familiarity with building maintenance procedures and tools.
Mailroom equipment and inventory tracking experience.
Experience with CAPPS (Centralized Accounting and Payroll/Personnel System).
Knowledge, Skills, And Abilities
Knowledge of office practices; of administrative and technical procedures; and of applicable policies, administrative codes, and statutes.
Skill in the use of standard office equipment, computers, and computer software.
Ability to respond to public inquiries in a timely manner; to implement administrative and technical procedures; to interpret applicable laws, rules, regulations, policies, and procedures; and to communicate effectively.
Ability to plan and coordinate projects and to communicate effectively.
Skill in communicating effectively, both orally and in writing.
Ability to work independently and on a team.
Ability to maintain professional appearance and demeanor.
Ability to discern colors and read diagrams/charts/maps/reference materials.
Ability to work Monday-Friday, 8AM 5PM with occasional flexible hours, overtime, and weekends.
Work Hours:and#8239;Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained.
