These alternative fuels are liquefied petroleum gas (LP-gas, propane), compressed natural gas (CNG) and liquefied natural gas (LNG). The Alternative Fuels Safety Department (AFS) within the Oversight and Safety Division is seeking a Program Management Specialist to oversee and assist in the projects and programs within the Commissionand#8217;s alternative fuels department. Job duties involve assisting with analysis of department rules; project coordination for platform development; providing consultative services and programmatic assistance to management; documentation of policies and processes; and assisting with legal enforcement actions. Work is performed under the general supervision of the AFS Department Director with considerable latitude for the use of initiative and independent judgment.The following link provides additional information relevant to the Alternative Fuels Safety Department: https://rrc.texas.gov/alternative-fuels/Essential Job Dutiesand#183; Serve as the lead Product Owner of the Alternative Fuels Salesforce platform.and#183; Assists project managers with the development of OSD platforms.and#183; Provides administrative and technical assistance related to licensing and compliance teams for the public, agency staff, and government and elected officials; answers questions and explains regulations; and provides information regarding license/compliance processing, policies, and procedures.and#183; Manages collection of data for AFS performance measures.and#183; Reply to compliance inquires, by the public and the regulated community, verbally and in writing.and#183; Assists with training of team members in relation to OSD salesforce platforms.and#183; Analyzes performance data to ensure compliance with program policies and procedures.and#183; Completes web-based data collection, query, and analysis.and#183; Represents the agency at outreach events, conferences, board meetings, committees, etc.and#183; Maintains high attention to detail while working on multiple reports and inquiries.and#183; Travel including overnight and/or weekends may be required for training purposes and to present educational materials to a regulated industry.and#183; Performs related work as assigned.For Military Crosswalk information, lease visit: Military Crosswalk for Occupational Category - Program Management.

Qualifications: Minimum Qualificationsand#8226;Graduation from an accredited four-year college or universityand#183;and#8226;8 years of experience in direct program management.and#8226;8 years of experience providing administrative assistance to program staff, governmental agencies, or the general public.and#8226;2 years of experience supporting the development of a Salesforce or CRM databaseand#8226;Experience and education may be substituted for one another.Preferred Qualificationsand#8226;Experience in oil, gas, or alternative fuels regulatory functions.and#8226;Knowledge of the Railroad Commission's Alternative Fuels rules, policies, and procedures.and#8226;Knowledge working in the LPG/CNG/LNG industry.and#8226;Five yearsand#8217; experience implementing technical and administrative procedures, rules, regulations, policies, and enforcement guidelines.Knowledge, Skills, and Abilitiesand#8226;Ability to work effectively on a team.and#8226;Ability to address issues/concerns in a professional manner.and#8226;Ability to respond to high pressure situations and meet changing demands and timelines.and#8226;Ability to learn regulations and standards.and#8226;Proficient in the use of computer systems utilizing Microsoft Office Suite and database systems.and#8226;Demonstrate excellent organizational, communication and writing skills.and#8226;Knowledge of office practices; of administrative and technical procedures; and of applicable policies, administrative codes, and statutes.and#8226;Knowledge and understanding of Alternative Fuels regulations and best practices.and#8226;Excellent organizational, communication and writing skills.and#8226;Ability to effectively communicate regulatory information to a variety of audiences (verbal/written).and#8226;Ability to prioritize workload or shifting priorities to ensure deadlines are met.and#8226;Ability to address issues/concerns in a professional manner.and#8226;Ability to maintain working relationships with internal/external stakeholders.and#8226;Ability to organize, file, record, and retrieve information and data.Please note that a resume and tailored cover letter are required attachments for applying to this position.
