Job Title: Senior Project Manager – Rural Health Workforce Transformation Program (RHTP)
Location: Cranston, RI - Hybrid

Position Overview
The ideal candidate will bring deep experience working within healthcare, public health, workforce development, or government environments, with the ability to manage complex initiatives involving multiple agencies, providers, educational institutions, and community stakeholders.
This is not a traditional IT Project Manager role. The client is specifically seeking candidates with domain expertise in healthcare workforce transformation, policy implementation, and statewide stakeholder coordination.
Key Responsibilities
Rural Health Workforce Transformation Program (RHTP)
Lead and support workforce transformation initiatives across Rhode Island, including:
- Pre-employment and incumbent worker training programs
- Career & Technical Education (CTE) initiatives
- Professional development and continuing education programs
- Primary care residency initiatives
- Ladders to Licensure programs
- Clinical Placement Consortium coordination
- Recruitment and retention incentive programs
- Behavioral Health Certificate programs for Home Care workforce
Program & Project Management
- Manage end-to-end implementation of workforce-related programs and initiatives
- Develop, implement, and monitor contracts with subrecipients, vendors, and grantees
- Build and maintain performance tracking and reporting systems
- Create and execute program evaluation frameworks
- Ensure alignment with RHTP objectives, compliance requirements, and statewide workforce strategies
- Coordinate cross-functional initiatives across healthcare and human services programs
Stakeholder Engagement & Strategy
- Engage and coordinate with state agencies, healthcare providers, educational institutions, workforce organizations, labor groups, community-based organizations, insurers, and advocacy groups
- Facilitate internal and external communications, presentations, meetings, and stakeholder discussions
- Support statewide Health Workforce Planning (HWP) and Health Care System Planning (HCSP) initiatives
- Develop subject matter expertise around healthcare workforce development policies and programs
- Support initiatives focused on healthcare career awareness, career ladders, apprenticeships, and workforce sustainability
Research, Analysis & Policy Support
- Conduct research on state and national healthcare workforce trends, policies, and programs
- Analyze workforce and healthcare data to support strategic decision-making
- Support initiatives improving healthcare access, affordability, workforce capacity, and diversity
- Provide workforce-related guidance across behavioral health, oral health, primary care, long-term care, developmental disabilities, and related healthcare sectors
Required Qualifications
Experience
- Strong experience in healthcare workforce development, workforce transformation, public health, health policy, or healthcare program administration
- Experience managing large-scale public sector or healthcare initiatives
- Strong background in stakeholder management across government, healthcare providers, education, and community organizations
- Experience developing reporting frameworks, performance metrics, and program evaluations
- Experience coordinating multi-agency or statewide initiatives preferred
- Prior State Government or public sector healthcare experience strongly preferred
Knowledge & Skills
- Strong understanding of healthcare workforce planning and workforce development ecosystems
- Knowledge of healthcare delivery systems, public health, and healthcare finance
- Understanding of factors impacting healthcare access and rural health outcomes
- Excellent communication, facilitation, presentation, and writing skills
- Strong analytical and organizational skills
- Ability to work independently in a highly visible, strategic role
Education
- Master’s degree preferred in one of the following or related fields:
