To assist in the day to day operation, maintenance, and construction activities of the Public Works Department; assign and supervise the work of a crew(s) performing Racine County highway and park maintenance or construction work, emphasis on State work including I-94 and as a working foreman to perform related work as required.
  1. To be the back-up to the Assistant Superintendent and Operational Supervisor in their absents.
  2. To be able to communicate effectively and conduct meetings with subordinates discussing plans for the day or work zone set ups as examples.
  3. To always communicate effectively and efficiently keeping supervisors well informed.
  4. To be organized and to finish completely assigned projects.
  5. Assist in direction of year-round emergency maintenance.
  6. Assign and direct crew(s) performing highway and park maintenance and construction work. including planning the necessary equipment and materials for the project.
  7. Emphasis on State I-94 maintenance.
  8. Emphasis on County and State bridge maintenance.
  9. Operate equipment used in highway and park construction and maintenance work.
  10. Be able to read a transit and prepare maintenance and construction grades.
  11. Assist in directing snowplow operations.
  12. Plow snow and salt/sand icy roads and parking lots.
  13. Plan work zone signing, tools, and materials for work projects.
  14. Request required material.
  15. Maintain and record use of labor, machinery and materials and complete foreman reports. Keep detailed notes of projects (use of Cartegraph software) and can create project lists for future planning.
  16. Interpret plans, drawings, and maps.
  17. Contact proper authorities for coordinating location of underground utilities. 
  18. Prepare for and call in hot lines for scheduled work.
  19. Perform minor repair on machinery and equipment.
  20. Any and all other job duties as assigned.
Supervision Received
Receives supervision from the Highway Assistant Superintendent, Operational Supervisor, and the Highway/Park Superintendent in the Public Works Department.
  • High School Diploma or GED equivalent.
  • Experience in related highway signing work.
  • Valid Wisconsin Commercial Driver's License.
  • Prompt and regular attendance.
  • *Or any equivalent combination of education, training and experience, which provides the requisite knowledge, skills and abilities.
  • Considerable knowledge of methods, materials and equipment used around related maintenance, grading, excavation, paving, concrete, and construction work.
  • Considerable knowledge of setting up work zones and maintain the integrity of the work zone during the duration of the project.
  • Ability to estimate quantities of necessary materials.
  • Ability to set a grade.
  • Ability to supervise and assign a crew of employees.
  • Ability to operate and supervise the use of various types of highway and park equipment.
  • Ability to maintain records and make reports.
  • Ability to deal effectively with the public.
  • Ability to follow oral and written instructions.
  • Knowledge of occupational hazards and safety precautions.
Physical Requirements
  • Continuous (67-100% of workday) standing, hearing, use of far and near vision, lifting, carrying, and pushing/pulling objects weighing up to 1-10 pounds, light intensity handling and fingering.
  • Frequent (34-66% of workday) walking, stooping, climbing using legs and arms for support, balancing, bending/twisting, reaching, feeling, talking, lifting, carrying or pushing/pulling objects weighing up to 11-20 pounds and pushing/pulling objects weighing up to 11-40 pounds on wheels and medium intensity handling.
  • Occasional (1-33% of workday) sitting, kneeling, crouching, ascending, or descending ladders, lifting, carrying, and pushing/pulling objects weighing up to 21-51 pounds, and medium intensity fingering.
  • Lifting, carrying, and/or pushing pulling objects weighing over 51 pounds needs to be done with assistance.
Working Conditions
  • Continuous (67-100% of workday) exposure to mechanical hazard.
  • Frequent (34-66% of workday) exposure to outside working conditions with no effective protection from the weather and fast-moving vehicles.
  • Occasional (1-33% of workday) inside protection from the weather, exposure to extreme heat and cold, temperature changes, wet and humid environments, noise, vibrations, and electrical, chemical, burn, radiation, heights above 12 feet, exposure to fumes, noxious odors, dust, poor ventilation, and physically confined work site.

Equipment Used  

  • Manual on Uniform Traffic Control Devices, hand tools such as hammers, power tools, chainsaws, shovel/broom, special sign tools; transportation vehicles such as an automobile and 35,000 GVW truck; highway equipment, air hammer and tampen post driver; personal protective equipment such as steel tip boots, hearing and eye protection; special sign truck with digger/derrick, and 2-way radio.
