POSITION SUMMARY

 

Quest CDC is seeking a Business Development Manager to drive strategic growth by leading fundraising efforts, partnership development, and expansion planning, with a focus on affordable housing and capital development initiatives. This position will secure new funding sources, cultivate and manage public/private partnerships, and support real estate and programmatic growth aligned with organizational priorities.

 

The Business Development Manager reports to the Chief Financial Officer (CFO) and works closely with the Chief Executive Officer (CEO) and cross-functional teams to advance Quest CDC’s mission, financial sustainability, and long-term development pipeline.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

Strategic Fund Development 

  • Identify and pursue new funding opportunities, including federal, state, and local government funding, philanthropic grants, and corporate sponsorships.
  • Lead development of high-quality funding applications for large-scale initiatives, including capital projects and real estate development.
  • Prepare and coordinate proposals, grant submissions, budgets, and support documentation in collaboration with program, finance, and operations teams.
  • Develop compelling pitch materials, including proposals, pitch decks, case statements, and funding presentations.
  • Monitor funding calendars and proactively align opportunities with Quest CDC’s strategic priorities and organizational capacity to ensure effective utilization.

 

Partnership & Relationship Building 

  • Build and maintain strong relationships with key stakeholders, including developers, public agencies, investors, foundations, corporations, and nonprofit partners.
  • Represent Quest CDC in coalitions, industry convenings, and local/national conferences to strengthen partnerships and identify new opportunities.
  • Support alignment and coordination with co-investors, funding partners, and strategic collaborators for joint initiatives.
  • Negotiate and support the development of MOUs, partnership agreements, and project collaboration frameworks.

 

Growth and Revenue Planning 

  • Identify and evaluate new growth opportunities across housing, supportive services, and social enterprise or mission-aligned revenue models.
  • Track and analyze funding trends, legislative developments, and policy shifts to anticipate opportunities and inform strategy.
  • Support leadership in developing and updating expansion plans and multi-year revenue projections.

 

Grant & Contract Management 

  • Coordinate with program and finance teams to ensure proposals reflect operational capacity and align with funder requirements.
  • Track grant and contract deliverables, timelines, compliance requirements, and reporting benchmarks.
  • Ensure compliance considerations are incorporated early in project design, planning, and implementation.
  • Maintain organized documentation and reporting structures for funders, audits, and internal review processes to ensure transparency and accountability.

 

Real Estate & Development Support 

  • Support feasibility research and early-stage planning for acquisitions, predevelopment, redevelopment, and expansion initiatives.
  • Assist in the development of project pro formas and concept plans in coordination with finance, development consultants, and external partners.
  • Support project team coordination with legal, architectural, engineering, and financial partners.
  • Contribute to capital development planning and funding strategies (e.g., LIHTC, HOME, CDBG, ESG, CoC, public-private models).

 

Impact Communication & Reporting 

  • Contribute storytelling and data narratives for funders and stakeholders.
  • Provide written content for impact reports, investor presentations, and capital campaign materials.

 

QUALIFICATIONS, KNOWLEDGE, AND SKILLS

 

Minimum Qualifications: 


  • Bachelor’s degree in Business, Public Administration, Urban Planning, Real Estate Development, or a related field (Master’s preferred).
  • Minimum five (5) years of experience in business development, fundraising, government affairs, grant writing, or nonprofit expansion, preferably within affordable housing, community development, or social impact.
  • Demonstrated success in securing funding through public and/or philanthropic sources. 


Knowledge & Technical Competencies: 

  • Strong understanding of affordable housing funding programs (e.g., LIHTC, HOME, ESG, CoC, CDBG).
  • Experience with federal/state/local grant procurement and contract management.
  • Familiarity with real estate development processes and public-private financing models.
  • Knowledge of Atlanta housing and community development ecosystem is a plus. 

 

Skills & Abilities: 

  • Excellent written communication skills for grant writing, proposals, and reports.
  • High-level relationship-building and partnership cultivation skills.
  • Strong project management, organization, and multi-tasking abilities.
  • Proficient in MS Office Suite (Word, Excel, PowerPoint); familiarity with Salesforce or grants management software is a plus.
  • Collaborative, entrepreneurial mindset with a passion for equity and community empowerment.
