Quality Improvement Coordinator – Expert Level (Part-Time)

Join the Pennsylvania Department of Human Services and help improve the quality, safety, and effectiveness of healthcare services for individuals throughout Western Pennsylvania. We are seeking an expert-level Quality Improvement Coordinator to provide clinical guidance, evaluate incidents and quality data, coordinate audits, and support providers serving individuals with complex healthcare needs.

Position Type: Part-Time — 15 hours per week

Travel Requirements

• Regional travel is expected approximately twice per quarter for meetings and inspections.
• Travel to Harrisburg is expected approximately once per year.
• Additional occasional travel may be required for investigations, inspections, or other operational needs.

Compensation Options

• Tier 1 — Benefits-Eligible W-2: $28 per hour
• Tier 2 — Non-Benefits-Eligible W-2: $32 per hour
• 1099 Independent Contractor: $35 per hour

Important 1099 Notice: Independent contractors are self-employed and are not eligible for employee benefits, paid time off, unemployment insurance, workers’ compensation coverage, or employer-paid payroll taxes. Independent contractors are responsible for their own taxes, insurance, and other applicable obligations.

Expert-Level Opportunity

The successful candidate is recognized as an expert in clinical quality improvement and healthcare oversight. This individual can provide guidance, troubleshoot complex clinical concerns, analyze quality data, coordinate reviews, and answer questions related to healthcare policy, incident management, and quality-management practices.

Key Responsibilities

• Provide clinical consultation to county and provider personnel to improve healthcare quality throughout ODP’s Western Region.
• Interpret healthcare regulations and policies and support compliance with state and federal standards, laws, and departmental requirements.
• Analyze Quality Management Program reports, recommend corrective actions, conduct reviews, and coordinate staff performing audits.
• Review, process, and close medical or healthcare-related incidents in the Enterprise Incident Management system.
• Serve as a clinical and technical resource to ODP personnel reviewing or closing incidents involving medical concerns.
• Review deaths during the initial review stage, determine whether immediate follow-up or investigation is needed, and obtain required documentation from providers and partner organizations.
• Provide leadership and training related to quality management, audit methods, and plans of correction.
• Coordinate with physicians, nurses, Administrative Entities, Supports Coordination Organizations, and other agency partners.
• Support OBRA assessments, inspections, complaint investigations, risk-management activities, and services for individuals with complex medical conditions.

Minimum Qualifications

Candidates must possess:

• A current and valid Pennsylvania nursing license or an equivalent Pennsylvania professional license approved by the Commonwealth agency.
• At least three years of professional clinical experience.
• At least two years of quality-improvement experience within a multifaceted, formal quality-management program.
• Experience using word-processing software and databases for data entry, maintenance, management, and reporting.
• Proficiency with Microsoft Office and virtual meeting platforms such as Microsoft Teams, Zoom, and GoToMeeting.

Required Skills and Abilities

The successful candidate should demonstrate:

• Strong clinical judgment and knowledge of quality-management principles
• Experience analyzing reports, identifying trends, and recommending corrective actions
• Knowledge of incident management, mortality review, investigations, auditing, and regulatory compliance
• The ability to interpret complex healthcare regulations and explain requirements clearly to providers and county programs
• Strong written, verbal, organizational, and interpersonal communication skills
• The ability to train medical and non-medical professionals
• The ability to collaborate effectively with providers, families, physicians, nurses, and government-agency personnel
• The ability to work independently while managing multiple reviews, investigations, and quality initiatives
