Under the general direction of the Program and Project Supervisor in the Transmission Planning and Policy Section of the Energy Infrastructure Branch, the Public Utilities Regulatory Analyst (PURA) V will perform a wide variety of analytical and consumer advocacy assignments related to planning for the electricity grid, large-load/data center interconnection, grid enhancing technologies, analyzing the economics governing grid infrastructure investment, modeling transmission, electric safety, general rate case proceedings, and perform other related work in economic and policy analysis.

This position require travel.

This is a hybrid position that will require the selected candidate to report to their assigned headquarter office a minimum of two (2) days a week. Hybrid positions may be eligible for telework under California Government Code Section 14200 for eligible applicants residing in California. In accordance with CPUC Telework Policy, telework arrangements are subject to change and may be reevaluated at any time.

The Public Advocate's Office is the independent consumer advocate at the California Public Utilities Commission (CPUC). The Public Advocate's Office's mandate is to obtain the lowest possible rates for utility services consistent with reliable and safe service levels and the state’s environmental goals.

The Public Advocate's Office represents residential and small business ratepayer interests in Commission policy-making proceedings and processes (e.g. workshops, rulemakings, investigations, utility applications, hearings, advice letters, committee and stakeholder meetings, and other forums). These proceedings and processes set rates, rules, policies, and regulations.

  3. Describe your experience communicating complex concepts in written and verbal form, including preparing testimony, reports, memos, and/or making presentations.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    • Knowledge of, or experience with, electric utility transmission infrastructure, including electric transmission planning, large-load/data center interconnection, benefit-cost analysis, and transmission modeling.
