The Broadband Policy Analyst will conduct entry level technical, policy, and economic analysis to support local communities, public entities and internet service providers to engage with broadband internet access programs.
Under the direction of the Program & Project Supervisor, the broadband Policy Analyst (PURA I/II) will work with policy and technical team members to engage with local governments, joint power authorities and other entities to provide internet services in unserved and underserved areas in California. The Analyst will conduct technical, policy, economic and other analyses in support of outreach efforts, through in-person and virtual meetings, including working with entities to progress their broadband projects.

This is a hybrid position that will require the selected candidate to report to their assigned headquarter office a minimum of two (2) days a week. The California Public Utilities Commission (Commission) develops and implements policies for the communications industry in California, including ensuring fair, affordable universal access to necessary services, developing clear rules to allow flexibility without compromising due process, and removing barriers to competition. The Communications Division plays a central role in implementing the Governor's signing of Senate Bill 156 (Chapter 112, Statutes of 2021), which authorizes $6 billion to be spent on closing California's Digital Divide. The SB 156 Broadband Infrastructure Package includes $2 billion to build last-mile infrastructure to provide Californians with access to high-speed broadband service.
The Federal Funding Account, administered by the Commission, is a $2 billion grant program for last-mile broadband infrastructure projects to connect unserved Californians in accordance with 2021’s Senate Bill 156.
