The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will be supervised by NYC DOHMH. This is a grant-funded position.

NYC DOHMH's Office of Emergency Preparedness and Response (OEPR) was created to promote NYC Health’s and NYC’s ability to prevent, prepare for, respond to, and recover from health emergencies. OEPR is responsible for coordinating agency-wide emergency preparedness planning, exercises and training, evaluation of incident response and exercise performance as well as coordinating with community stakeholders, city, state, and federal partners. OEPR envisions a healthy, resilient city in which all New Yorkers are able to achieve and maintain optimal and equitable health outcomes before, during, and after emergencies. OEPR’s work recognizes the social inequities that can negatively impact our efforts to maintain and improve the health of New Yorkers during and after a disaster. OEPR works to improve its application of a social justice and racial equity lens to its emergency preparedness and response work to ensure the most equitable post-disaster public health outcomes possible.

Within OEPR, the Bureau of Agency Preparedness and Response (BAPR) oversees the development of emergency planning tools, training, exercises, and evaluation across the agency, and maintaining citywide situational awareness. Within BAPR, the Chemical, Biological, Radiological, and Nuclear (CBRN) Unit oversees NYC Heath’s preparedness for CBRN emergencies, by coordinating across the Health Department and with local/state/federal partners to conduct CBRN emergency preparedness work (e.g., planning, training, exercises, special projects), striving to continuously improve NYC’s readiness against low-likelihood, high-consequence CBRN incidents

Job Description

NYC DOHMH has an opening for a CBRN Planner. Reporting to the Director of CBRN, the CBRN Planner is responsible for maintaining CBRN emergency planning and response documents, managing a NYC DOHMH-coordinated CBRN field operation program, and applying scientific/technical expertise to address CBRN operational gaps.

Duties

  • Maintain and update a portfolio of CBRN emergency planning and response documents, such as but not limited to plans, playbooks, and standard operating procedures, ensuring that all emergency documents are grounded in currently available scientific research and industry practice.
  • Coordinate CBRN field preparedness program, including conducting offsite visits to validate and update field response guides, update and deliver trainings to internal and external partners, tracking and sustaining supplies, and coordinating with partners to maintain operational readiness.
  • Apply scientific/technical concepts and findings to lead or assist with special CBRN projects, such as identifying preparedness gaps and implementing science-backed solutions, evaluating and proposing improvements to existing preparedness operations, and developing presentations and materials that communicate technical CBRN concepts to non-technical audiences.
  • Coordinate with internal and external subject matter experts and preparedness stakeholders to ensure timely completion of CBRN projects.
  • Respond to public health emergencies (including non-CBRN emergencies) in support of NYC DOHMH priorities.

Qualifications

  • A master’s degree from an accredited college or university with a specialization in physical, biological, or environmental science, or in public health; and at least two (2) years of responsible full-time research experience in the appropriate field; or
  • A master’s degree from an accredited college or university with a specialization in social science and three (3) years of responsible full-time research experience in the appropriate field; or
  • A satisfactory equivalent combination of education and/or experience. However, all candidates must possess:
  • A master’s degree in an appropriate field of specialization; and
  • At least two (2) years of responsible full-time research experience as described above.

Additional Desired Qualities

  • Prior experience conducting CBRN preparedness work, such as developing emergency plans, conducting trainings and exercises, and/or leading or supporting CBRN preparedness operations.
  • Scientific/technical knowledge of CBRN hazards and their impacts on public health.
  • Operational/technical knowledge of CBRN incident response operations, preferably in large, civilian urban environments.
  • Professional experience and/or academic studies in relevant fields, such as but not limited to physical, biological and/or chemical sciences, chemical or nuclear engineering, industrial hygiene, health physics, toxicology, and/or environmental health science.
  • Willingness to complete a wide variety of tasks, including but not limited to conducting field work, inventory management, synthesizing complex information for non-technical audiences, drafting a variety of documents, and facilitating meetings and presentations.
  • Prior experience and ability to handle sensitive information (security clearance not required).
  • Ability to develop and manage a diverse portfolio with multiple stakeholders.
  • Strong project management skills, including time management, attention to detail, organization, problem solving, negotiation, and project tracking.
  • Ability to work independently, manage multiple tasks, respond to changing priorities, and meet deadlines.
  • Ability to anticipate challenges and proactively work to pursue solutions and new ideas.
  • Proficiency with Microsoft Office applications and web-based technologies.

Additional Information

  • This is a temporary grant-funded position.
  • This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.
  • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
  • This individual will be expected to work non-business hours during emergencies.
