Job Responsibilities:
- Procedure Development and Program Governance:
- Develops, maintains, and executes plans for creating, organizing, and tracking development of SQA, administrative, and operating procedures across the full software lifecycle.
- Develop and maintain NDP SQA procedures covering needs analysis, grading, procurement, design, verification, acceptance testing, release, in-use testing, problem reporting, change control, and retirement.
- Translate ASME NQA 12022 Subpart 2.7 requirements into step-level, role-specific procedural content with acceptance criteria and records requirements.
- Develop and maintain processes and standards for writing and revising NDP administrative/operating procedures and SQA procedures, ensuring consistency, clarity, usability, and full regulatory compliance.
- Apply LEAN/continuous improvement principles to eliminate inefficiencies while maintaining compliance.
- Produce and maintain SQA forms, templates, and electronic procedure formats (e.g., Software Grading Form, SRS template, Acceptance Test Reports, Change Requests, Problem Reports).
- Use smart procedure tools and other software-based systems to develop electronic procedures that support effective implementation.
- Ensures administrative, operating, and SQA procedures comply with company standards, NRC regulations, 10 CFR 50 Appendix B, relevant INPO criteria, and other regulatory codes and standards.
- Maintains traceability between procedure content and NQA-1-2022 Subpart 2.7 requirements, including maintaining a Requirements Traceability Matrix.
- Incorporates applicable guidance from NITSL-SQA-2005-02, NIRMA Technical Guidelines (TG-11, TG-15, TG-16, TG-21), EPRI TR1025243, and NRC RG 1.231.
- Conducts or supports required 10 CFR 50.59 and 10 CFR 72.48 reviews.
- Conducts or supports audits and self-assessments to identify trends, gaps, and improvement opportunities in the SQA and procedure programs.
- Engage with industry peers, 3rd-party vendors, NEI, and other organizations to identify innovative technologies and best practices.
- Cross-Functional Coordination and Stakeholder Engagement:
- Coordinates cross-discipline procedure reviews involving IT, QA, engineering, operations, procurement, finance, and legal.
- Translates technical and regulatory requirements into clear, actionable language accessible to diverse stakeholder groups.
- Facilitates structured comment resolution, controlled review cycles, and formal approval workflows in accordance with the controlled document program.
- Provides plain language procedure walkthroughs, informal training, and mentoring to staff on procedure development standards and SQA expectations.
- Assists the Procedure Manager in establishing department goals, planning budgets, and supporting project-specific procedure development priorities.
- Records and Document Control:
- Maintains auditable records for all procedure development and revision activities within the EDMS.
- Ensures SQA and administrative procedure documents, forms, and templates are correctly versioned, classified, and submitted per document control requirements.
- Supervises the collection and retention of auditable documentation to support internal and external QA audits.
- Supports retrieval and production of accurate traceability and compliance documentation on request.
- Bachelor’s degree in Information Technology, Engineering, Quality Assurance, Business, or a related field OR equivalent combination of education and directly applicable nuclear industry experience.
- 5 or more years of experience in nuclear SQA program ownership, controlled procedure development, or nuclear IT governance within a commercial nuclear power plant or advanced reactor program
- Demonstrated working knowledge of ASME NQA-1 Subpart 2.7 software lifecycle requirements, including grading, verification, acceptance testing, configuration management, and change control.
- Practical understanding of how 10 CFR 50 Appendix B quality assurance criteria as applied to software and IT systems in a nuclear operating environment.
- Proven ability to interpret regulatory and technical standards and produce step-level procedural content accessible to diverse functional audiences including operations, engineering, IT, and procurement.
- Experience writing procedures that interface across QA, IT, engineering, and operations functional areas in a controlled document environment
- Experience building an SQA program or implementing procedure set from a limited or zero baseline.
- Hands-on experience with Next Axiom Hyper Service or similar workflow integration platforms operating in a nuclear or highly regulated environment, with understanding of how such platforms are classified and maintained under NQA-1.
- Familiarity with enterprise IT platforms subject to NQA-1 SQA scope, including EAM or CMMS (IBM Maximo, Asset Suite), ERP (Oracle, SAP), LMS (SAP SuccessFactors), and electronic document management systems.
- Experience with nuclear corrective action programs (CAP) and integrating SQA problem reporting with condition adverse to quality processes.
- Knowledge of NITSL-SQA-2005-02, NIRMA TG-16, EPRI TR-1025243, or NRC RG 1.231 guidance for nuclear IT software quality.
- Experience applying LEAN, Six Sigma, or continuous improvement methods to nuclear administrative programs or SQA processes.
- Strong technical writing skills with consistent attention to procedural clarity, internal consistency, and compliance traceability.
- Working knowledge of Microsoft Word, Excel, and PowerPoint.
- Experience with smart procedures or other software-based procedure tools.
- Excellent technical writing and communication skills.
- Attention to detail and aspiration for procedural excellence.
- Self-starter who can develop innovative solutions with minimal supervision.
