JOB SUMMARY

The Director of Clinical Services is a senior leadership position and the Clinical Co-Lead of the Care Department, working in partnership with the Director of Care Services. This role is responsible for ensuring the highest quality, ethical, and culturally competent delivery of all behavioral health services, including counseling, wellness, and supportive services. The Director provides clinical guidance, professional development, and direct supervision to clinical staff, while also driving the strategic development, fiscal management, and operational effectiveness of the department. The Director is instrumental in maintaining agency adherence to all licensing standards, clinical best practices, and funder requirements.

The Director of Clinical Services reports directly to the Executive Director.

JOB DUTIES

Clinical Leadership, Supervision, Direct Client Service, and Quality Assurance

  • Provide clinical supervision, mentorship, and professional development training to mental health and substance use program personnel, including the program managers, clinical therapists, counselors, interns, and specialists
  • Lead weekly individual supervision sessions, weekly department meetings, weekly team meetings, and regular meetings with direct reports to ensure clinical fidelity and consistent service delivery
  • Enforce professional quality care standards, adherence to ethical guidelines, and cultural competency across all department activities
  • Review and approve clinical notes and documents to ensure compliance with funding regulations and licensure requirements
  • Develop, implement, and evaluate department programs based on established goals and objectives
  • Provide direct client services in psychosocial, mental health, and outpatient substance use treatment, including client assessments, individualized treatment plans, and counseling
  • Supports and participates in outreach, client recruitment, intake processes, and linkage to care as needed
  • Oversees development and implementation of departmental strategic plans with program staff
  • Manages fiscal and programmatic operations of all department programs, including behavioral health services, medical case management, medication adherence, housing navigation, and wellness center services
  • Recruits, hires, and supervises department personnel with an emphasis on clinical guidance
  • Enforces professional culture centered on quality care, cultural competency, and client service
  • Provides professional development, training, and clinical supervision for staff and interns

Department Management and Operations

  • Oversee departmental fiscal and programmatic operations, including behavioral health services and medication adherence
  • Oversee the development and implementation of the departmental strategic plan, in collaboration with the Director of Care Services, ensuring alignment with Project VIDA's mission and agency-wide goals
  • Recruit, hire, and onboard department personnel, ensuring the hiring process is clinically informed and aligns with diversity and competency standards
  • Submit substantive program and fiscal reports internally to leadership and externally to funding institutions by established deadlines
  • Participate in agency-wide staff meetings and regular Leadership team meetings to contribute to overall agency strategy and decision-making
  • Develop curriculum for groups and intensive outpatient programming in collaboration with program staff

Strategic and Cross-Agency Operations

  • Develop and sustain cross-sector and inter-agency relationships with schools (e.g., Chicago Public Schools), community organizations, medical facilities, and City of Chicago partners (e.g., CDPH, DFSS)
  • Assist in resource development efforts to support agency programming, including securing and applying for federal, state, local, and private funding by providing clinical rationale and programmatic data analysis
  • Partner with the leadership team on various agency-wide projects requiring clinical and operational expertise
  • Support outreach, client recruitment, intake processes, and linkage to care as needed, ensuring seamless access for clients

QUALIFICATIONS

  • Strong skills in psychological/mental health evaluations, diagnosis, and evidence-based therapeutic interventions
  • Competence in clinical supervision, with the ability to mentor and supervise other clinicians or trainees
  • Earned doctorate from an APA-accredited program in counseling or clinical psychology
  • Active Licensed Clinical Psychologist credential in the state of Illinois is required
  • Minimum of three (3) years of social services experience post-licensure, five (5) years preferred
  • Minimum of three (3) years of supervisory experience managing clinical staff, five (5) years preferred
  • Experience in HIV care and supportive services and substance use treatment is preferred
  • Bilingual proficiency (English/Spanish) is strongly preferred
  • HIV Prevention certified or able to be certified within six months of hire
  • Demonstrated cultural sensitivity and experience working with African American, Latino, and LGBTQ populations is required
  • Excellent organizational, time management, and presentation/group facilitation skills.
  • Proficiency in word processing and computer skills, including experience with electronic health records
  • Related lived experience is highly valued and considered a significant asset for this position, recognizing the unique insights and trust built through shared experience
