1.0 Purpose

The Construction System Owner – Mechanical HVAC provides field-based technical oversight,

verification, and system readiness assurance for mechanical scope including HVAC equipment,

associated Plumbing/piping, and HVAC controls and interfaces during construction.


The role verifies mechanical installations are performed in accordance with approved IFC drawings,

technical specifications, validated submittals, and applicable GMP and regulatory requirements.


Acting as the mechanical discipline technical authority in the field, the role focuses on verifying

installation, identifying deviations, and escalating issues that may impact compliance or system

readiness.


The role supports readiness for inspection, Mechanical Completion, and system handover by

confirming installation completeness, documentation accuracy, and alignment with project quality

and GMP standards.


2.0 ACCOUNTABILITIES


Serving as the mechanical discipline technical point of contact to the Project Manager and project

leadership for installation verification, compliance assurance, and system readiness.

Verifying that mechanical installations align with:

• Approved IFC design documentation

• Technical specifications and validated submittals

• Applicable GMP and regulatory standards

• Project quality and documentation requirements


Identifying, documenting and escalating mechanical installation issues, deviations, or risks that may impact:

• System quality

• GMP compliance

• Mechanical completion readiness

• Commissioning and turnover activities


Reviewing contractor documentation relevant to mechanical scope including:

• RFIs and technical queries

• Submittals and material certifications

• Inspection and testing records

• Weld documentation and pressure test packages

• Punch list tracking and as-built documentation


Providing field-based verification of installation and system completeness to support Right-First-Time (RFT) delivery.


Supporting system readiness activities by verifying mechanical scope completeness ahead of:

• Mechanical Completion walkdowns

• System inspections

• Commissioning readiness milestones

• Turnover to C&Q and Client operations


Where specialized expertise is required (e.g., vendor technical support or specialist piping expertise), identifying the need and escalate through the project team.


Supporting regular meeting cadence, and reporting.


3.0 RESPONSIBILITIES


• Perform field verification of mechanical installations including piping systems, HVAC systems, and

mechanical equipment to confirm compliance with approved drawings, specifications, and

validated submittals.

• Identify mechanical installation deviations, technical conflicts and document and escalate issues

through the project governance structure.

• Witness and verify installation activities including process piping, high-purity piping systems, HVAC

equipment, ductwork, and mechanical equipment in alignment with GMP design intent.

• Review contractor documentation including weld logs, material certifications, inspection records,

pressure test packages, flushing documentation, and as-built drawings to verify completeness and

accuracy.

• Verify high-purity piping installation activities such as orbital welding, flushing, passivation, and

pressure testing meet project specifications and regulatory expectations.

• Maintain field observation records documenting installation progress, observations, and potential

coordination risks.

• Reporting on installation status, and readiness risks to project leadership.

• Participate in coordination meetings to communicate mechanical installation observations,

technical concerns, and interface issues.

• Verify interface alignment between mechanical scope and other disciplines including CSA,

electrical, process systems, and vendor packages.

• Review RFIs and technical queries related to mechanical scope in collaboration with engineering

SMEs to confirm alignment with design intent.

• Participate in Mechanical Completion walkdowns and inspections, documenting installation

deficiencies and supporting punch list verification and closure.

• Verify readiness of vendor packages and mechanical systems ahead of commissioning activities,

ensuring installation completeness and documentation availability.

• Confirm mechanical documentation packages including inspection records, pressure test

documentation, weld tracking, and as-built drawings required for system turnover.


4.0 COMPETENCIES


• Bachelor’s in Mechanical Engineering; strong knowledge of GMP, and U.S. HVAC codes/standards

• ensure compliance with safety, efficiency, and environmental standards. International Mechanical

Code (IMC)

• International Energy Conservation Code (IECC)

• ASHRAE Standards, National Fire Protection Association (NFPA)

• 10 years’ field experience delivering mechanical and piping systems on large pharmaceutical /

GMP capital projects.

• Experience with installation and verification of HVAC systems supporting cleanroom

environments, including AHUs, ductwork, chillers, and associated mechanical equipment.

• Experience supporting mechanical completion inspections, system walkdowns, punch list

management, and turnover readiness.

• Strong understanding of GMP construction practices and documentation requirements.

• Effective collaboration with engineering teams, contractors, CQV teams, and project leadership to

support resolution of technical issues.
