Position Overview
Prime Power Inc. is seeking an experienced and driven Project Developer to lead greenfield development and siting activities across a portfolio of natural gas, solar PV, and battery energy storage (BESS) projects. This individual will be responsible for advancing projects from initial site identification through Notice to Proceed (NTP), managing all development workstreams including real estate, permitting, environmental review, and grid interconnection.
The ideal candidate has broad experience across multiple energy asset types and understands the unique development requirements for both front-of-meter (transmission-connected) and behind-the-meter projects. Experience across multiple ISO/RTO markets and a strong network with landowners, utilities, and permitting agencies is highly valued.
The candidate will be joining a fast-paced, entrepreneurial environment where contributions directly shape company strategy and growth. As a smaller, growing team, Prime Power may ask the candidate to perform some duties outside of the listed responsibilities below.
This role is designated as a VP or Director level role, commensurate with experience.
Key Responsibilities
Greenfield Site Prospecting & Siting
• Lead greenfield site identification for natural gas, solar PV, and BESS projects using GIS tools, parcel data, and utility mapping software
• Evaluate site suitability based on land characteristics, proximity to gas infrastructure, transmission access, environmental constraints, and load proximity for behind-the-meter opportunities
• Identify and prioritize target markets and geographies based on energy market dynamics, utility need, and project economics
• Conduct site visits to assess feasibility and identify potential development risks or constraints
Real Estate & Land Acquisition
• Identify suitable parcels and establish initial contact with landowners; negotiate and execute lease options, ground leases, easements, and purchase agreements. The candidate should have experience working with 3rd party land agents or landmen
• Manage real estate counsel and land agents as needed to support acquisition activities
• Coordinate title, survey, and due diligence activities to support project financing and construction readiness
• Maintain and manage a pipeline of active land positions across multiple markets and project stages
Permitting & Environmental
• Lead or oversee local, state, and federal permitting processes including zoning, conditional use permits, air permits, and interconnection-related approvals
• Coordinate environmental reviews including wetlands delineation, endangered species surveys, cultural resource assessments, and NEPA compliance where applicable
• Build and maintain relationships with permitting agencies, local municipalities, and community stakeholders to advance project approvals
• Manage environmental and permitting consultants; review deliverables and ensure timely progression through approval milestones
Grid Interconnection
• Lead the interconnection application and study process for both transmission-connected (front-of-meter) and behind-the-meter projects across ERCOT, MISO, SPP, PJM, and other markets
• Coordinate with transmission owners, distribution utilities, and ISO/RTO staff throughout the interconnection queue process
• Manage interconnection consultants and review study results; develop strategies to mitigate upgrade costs and queue position risks
• Evaluate interconnection feasibility during early-stage siting to prioritize sites with favorable grid access
Natural Gas Infrastructure Coordination
• Assist with identifying and evaluating natural gas supply options including pipeline laterals, distribution taps, and compressed natural gas (CNG) supply for project sites
• Assist in coordination with natural gas pipeline operators and LDCs to assess fuel supply feasibility, capacity, and interconnection requirements
• Assist in supporting fuel supply agreements and coordinate with legal and commercial teams on gas procurement strategy
Development Management
• Manage project development budgets, schedules, and milestone trackers across a multi-project portfolio
• Coordinate with internal finance, legal, and engineering teams to advance projects through key development gates including land control, permitting, interconnection, and NTP
• Assist in identifying and evaluating M&A opportunities and late-stage project acquisitions through development diligence activities
• Support commercial strategy discussions including offtake structure, market positioning, and energy procurement for both merchant and contracted projects
• Prepare and present regular development pipeline updates to company leadership
Stakeholder Coordination & Communication
• Serve as the primary external-facing development contact with landowners, utilities, regulators, and local officials
• Prepare executive-level presentations and project status reports for internal leadership and external partners
• Represent Prime Power at industry conferences, trade shows, and utility engagement events to grow the company’s development pipeline and brand presence
Required Qualifications
• Bachelor’s degree in Engineering, Business, Environmental Science, Urban Planning, or a related field
• 5 years of experience in energy project development, with demonstrated success advancing projects from greenfield through NTP or construction
• Experience developing projects across at least two of the following asset types: natural gas generation, solar PV, and/or battery energy storage (BESS)
• Hands-on experience with both front-of-meter (transmission-connected) and behind-the-meter project development
• Working knowledge of interconnection processes in one or more ISO/RTO markets (ERCOT, MISO, SPP, PJM, or similar)
• Experience with land acquisition including lease negotiations, easements, and real estate due diligence
• Familiarity with environmental permitting and regulatory approval processes for energy projects
• Strong project management skills with the ability to manage multiple projects simultaneously across different development stages
• Excellent written and verbal communication skills; comfortable presenting to both technical and executive audiences
• Proficiency in Microsoft Excel, GIS/mapping tools, and project tracking software
Preferred Qualifications
• Experience developing projects across ERCOT, MISO, and SPP markets
• Familiarity with natural gas pipeline coordination, LDC relationships, and fuel supply logistics
• Background in data center co-location, critical infrastructure, or industrial behind-the-meter power projects
• Experience supporting M&A diligence on energy development assets
• Ability to interpret and contribute to project financial models and development proformas
• Established relationships with landowner networks, utilities, permitting agencies, or ISOs/RTOs
• Experience with IRP/RFP research and utility outreach for new market origination

Location and Travel
- Preferred to be located in Houston-area and hybrid arrangement (1 day in office per week after June). The role requires periodic travel to project sites, OEM facilities, and industry events across the United States. Travel is estimated at 20–30% annually, depending on project activity.
