Primary Services is excited to announce the role of Project Procurement Manager for a leading organization in the energy and utilities industry. This position offers the opportunity to oversee end-to-end procurement activities supporting capital expenditure projects while partnering with cross-functional teams across legal, project management, and business operations. The ideal candidate will bring strong sourcing expertise, contract negotiation experience, and the ability to manage multiple procurement initiatives that directly support critical infrastructure and operational goals.
Responsibilities
- Coordinate procurement activities across project management, legal, business unit, environmental, and insurance stakeholders.
- Develop and execute competitive RFP strategies for project-specific scopes of work.
- Evaluate supplier proposals and provide sourcing recommendations aligned with business objectives.
- Lead directly negotiated Statements of Work that deliver commercial value and support project requirements.
- Manage supplier agreement negotiations, including Master Agreements and related contractual documentation.
- Conduct weekly procurement alignment meetings to ensure sourcing activities remain on schedule with project timelines.
- Prepare presentations and approval documentation for procurement leadership and business stakeholders.
- Ensure procurement activities comply with internal policies, regulatory requirements, and sourcing standards.
- Identify, qualify, and onboard new vendors to support upcoming project portfolios.
- Maintain procurement documentation, sourcing records, and supplier communications throughout the procurement lifecycle.
Qualifications
- Bachelor’s degree in Supply Chain Management, Business Administration, or a related field required.
- 5–7 years of procurement, sourcing, or project purchasing experience within utilities, energy, construction, or industrial environments.
- Experience managing procurement activities for CapEx or large-scale infrastructure projects.
- Knowledge of RFP development, bid evaluation, supplier negotiations, and contract administration.
- Experience negotiating Statements of Work and supplier agreements.
- Proficiency with procurement systems and Microsoft Office applications, including Excel, Word, and PowerPoint.
- Ability to manage multiple procurement initiatives simultaneously while meeting project deadlines.
- Familiarity with procurement compliance standards and corporate sourcing policies.
- Strong analytical, documentation, and reporting capabilities.
- Experience collaborating with cross-functional stakeholders in complex project environments.
