Prevailance is seeking an experienced and mission-focused professional to serve as a Training, Policy, and Emergency Management (EM) Program Assessment Support Specialist for the Commander Navy Installations Command (CNIC) to support the successful development, delivery, and tracking of Navy EM training, policies, and program assessments. This role requires expert-level understanding of EM principles, strong training program development skills, policy drafting and coordination experience, and analytical capabilities to maintain and report on EM program metrics. Travel along the east coast of the U.S. in the event of a Continuity of Operations (COOP) event may be required.
The Support Specialist provides essential support to sustain twelve-hour-per-day, seven-day-per-week (12/7) watch stander operations for the Emergency Management Department during daily activities, training, and real-world response efforts. In addition to watch standing duties, the contractor will assist the Deputy Program Director and department staff by preparing briefs, executive summaries, and point papers for a variety of stakeholders, coordinating official tasking through approved IT systems, and providing general administrative support to the Emergency Management program.
Responsibilities include, but not limited to:
- Training Program Support:
Maintain current knowledge of DoD and Navy EM policies; review and update training curriculum; integrate Lessons Learned and best practices; track training metrics and recommend improvements; support conferences and working groups.
- Policy Support:
Draft, update, and maintain key EM policies, including CNIC HQ reports, Destructive Weather Warning Orders, the CNIC All-Hazards Plan, and the Navy Installation Emergency Management Program Manual; coordinate reviews and adjudicate stakeholder feedback.
- Program Metrics and Reporting:
Develop, maintain, and refine emergency management and dispatch metrics; produce Quality Assurance and Improvement (QA/I) reports; adjust metrics to meet evolving program needs.
- Assessment Tool Management:
Administer and support the Emergency Management Program Assessment Tool (EMPAT); assist users with training and troubleshooting; generate periodic and ad hoc reports from assessment data.
- Task Order Management:
Develop project-specific Plans of Action and Milestones (POAMs); provide regular updates and document activities for monthly status reporting.
Requirements
Experience:
- Minimum 10 years of emergency management or operations center experience
- Minimum 5 years of experience supporting installation emergency management programs
- Direct knowledge of or experience with the Navy installation EM program
- Strong working knowledge of:
- National Incident Management System (NIMS)
- National Response Framework (NRF)
- Incident Command System (ICS)
- Homeland Security Exercise and Evaluation Program (HSEEP)
- Crisis Action Planning (CAP)
- National Incident Management System (NIMS)
- Proficiency in Microsoft Office Suite, including advanced use of MS Access
- Strong experience in delivering training and incorporating feedback into course revisions
- Exceptional written and oral communication skills
- Professional bearing to brief and interact with senior military officers and civilian leadership
Preferred Qualifications:
- Prior experience supporting Navy Echelon I-IV commands
- In-depth knowledge of adult education learning principles and instructional design techniques
Education:
- Master’s degree in one of the following disciplines is highly desired: Emergency Management, Disaster Preparedness/Response, Adult Education, Public Policy, Public Administration or Business Administration
- A degree may be substituted with adequate EM experience which is considered at least 8 additional years of military service with EM experience
Security Clearance:
- Possess current SECRET Security Clearance

Salary : $80,000 - $135,000
