What are the responsibilities and job description for the Justice Program Technician position at Portage County?
JOB REQUIREMENTS: Administer same gender observed urine drug screens
and/or other biological sample collections (e.g., oral swabs,
breathalyzers) in a professional, respectful, and trauma-informed
manner. Adhere strictly to chain of custody protocols to ensure the
accuracy and integrity of all samples collected. Conduct initial
specimen validity checks (temperature, appearance) and document results
clearly and accurately. Maintain and update participant testing
schedules in coordination with Drug Treatment Court team and case
management staff. Ensure proper storage, packaging, and transportation
of samples for laboratory analysis. Maintain meticulous records of all
tests, including documentation of missed tests, refusals, and
non-compliance, following Wisconsin Treatment Court, Diversion Programs,
and Day Report data reporting requirements. Provide timely, precise
reports to the case management team for case review and court
proceedings. Communicate test results to the case management team
members in a timely and confidential manner. Assist in maintaining
inventory of testing supplies and ensure the cleanliness and security of
the testing environment. Attend staff meetings, training sessions, and
professional development programs as required by the court or state
standards. Uphold ethical standards and confidentiality as mandated by
HIPAA, Wisconsin statutes, and court policies. Treat all participants
with respect, neutrality, and fairness, recognizing the therapeutic and
judicial goals of the various justice programs. Communicate clear
instructions regarding testing procedures and ensure a supportive,
structured environment that promotes accountability for participants.
Perform CCAP (Consolidated Court Automation Programs) background checks
on assigned cases. Monitor cases designated for court date only
reminders Send timely court date reminders to relevant parties, as
