DUTIES:

The Early College Access College Counselor serves as the primary point of contact between participating districts and institutions of higher education (IHEs), supporting the design, coordination, and implementation of Early College Access Partnerships (ECAP). This role is responsible for working in partnership with BOCES programs and component districts to build systems, structures, and practices that enable students to successfully access and complete college-level coursework while in high school.


Key Responsibilities will be to:

  • Provide consultation, guidance, and technical assistance to BOCES programs and districts to support the effective implementation of ECAP programs and student success.
  • Serve as the BOCES liaison to SUNY and private IHE partners on dual enrollment policies, procedures, and program coordination.
  • Support BOCES and district staff in guiding students and families regarding dual enrollment coursework, credit transfer, and postsecondary pathways.
  • Oversee documentation processes to ensure compliance with CO-SER requirements and state reporting expectations.
  • Promote and support the implementation of equitable outreach and advising practices within districts to expand access for underserved and underrepresented students.

The Early College Access College Counselor will:

  • Collaborate with BOCES and district counseling teams to support alignment of dual enrollment opportunities with New York State diploma pathways and graduation requirements.
  • Assist districts in developing and refining processes for student course selection, registration, and enrollment in IHE dual enrollment programs (e.g., UAlbany in the High School, SUPA, Westchester Community College).
  • Provide guidance, tools, and resources to support district staff in advising students on college credit accumulation, transferability, and degree and credential pathways.
  • Support districts in establishing systems to monitor student progress in college-level coursework and address academic, logistical, or social-emotional barriers to persistence.
  • Coordinate with IHE partners and component district staff regarding program implementation, including registration, grades, transcripts, and program updates.
  • Act as a conduit between college partners and PNW BOCES with respect to program communication, reporting, and continuous improvement.
  • Maintain documentation supporting CO-SER aidability and services delivered.
  • Participate in relevant professional development and continuous improvement activities.
  • Support districts in implementing equitable access strategies to expand participation among

underrepresented student groups.

  • Report to and work closely with department leaders to support additional projects aligned with departmental priorities.

QUALIFICATIONS:

New York State Counselor Certification is required. Master's degree in School Counseling or a closely related field. HS guidance counselor experience preferred. Bilingual or multilingual candidates are encouraged to apply.


CHARACTERISTICS DESIRED:

The successful candidate will demonstrate strong organizational, communication, and interpersonal skills, along with the ability to effectively navigate K–12 and higher education systems. Candidates must possess the ability to collaborate with district staff, administrators, and Institutions of Higher Education (IHE) partners. Demonstrated experience supporting college access, enrollment, and credit transfer processes, as well as familiarity with SUNY systems and concurrent enrollment models, is essential. The role requires proficiency with student information systems and IHE registration platforms. The ideal candidate will exhibit a strong commitment to the PNW BOCES Mission of Service and Innovation through Partnership.
