Regional Manager of Maintenance Operations

The Pinellas County Housing Authority (PCHA) is looking for a Regional Manager of Maintenance Operations to provide strategic leadership across multiple residential properties. This is a senior operational role for someone who knows how to balance people, systems, budgets, compliance, and resident service—all at the same time.
This is not a wrench-turning role. It’s a leader-of-leaders role.
What You’ll Do (The Real Work)
Lead & Build Teams
- Directly supervise multiple Maintenance Supervisors and indirectly lead skilled maintenance teams.
- Hire, develop, coach, and hold people accountable (yes—kindly and firmly).
- Build training pathways, certifications, and succession plans that actually work.
Run the Operation
- Oversee daily, seasonal, preventive, and emergency maintenance across a portfolio of properties.
- Standardize maintenance processes and drive measurable improvements using KPIs.
- Ensure strong work-order completion, unit turns, and resident satisfaction.
Own Compliance & Safety
- Maintain constant NSPIRE and REAC readiness—no last-minute miracles.
- Lead safety programs covering OSHA, environmental hazards, and emergency response.
- Partner on inspections, mitigation plans, and regulatory compliance.
Manage Budgets & Capital
- Develop and manage maintenance and capital budgets.
- Collaborate on capital planning, scopes of work, vendor contracts, and project oversight.
- Balance fiscal responsibility with asset longevity (cheap fixes don’t count).
Serve Residents & Stakeholders
- Partner with Property Management and Asset Management to deliver high-quality service.
- Communicate effectively with residents, vendors, and executive leadership.
- Solve problems—not pass them around.
Qualifications:
What You Bring
- 7 years of progressive maintenance leadership, including multi-site operations.
- Strong working knowledge of HVAC, plumbing, electrical, carpentry, and grounds systems.
- Experience leading people, managing budgets, and overseeing vendors.
- Working knowledge of HUD regulations and public housing maintenance standards (strongly preferred).
- Comfort with property management and maintenance software (Yardi or similar).
- Florida Class “E” driver’s license and ability to travel across properties.
