Position Summary

The Vice President & Chief Pharmacy Officer (CPO) is responsible for the strategic planning, design, operation, and improvement of the medication management system and for leading decision making processes that affect the policies, procedures, and systems that support safe, effective, and efficient medication management throughout Phoenix Children`s. The CPO provides business acumen and administrative leadership for all Pharmacy Services essential to operate effectively within the health system and to advance the profession and practice of pharmacy. The VP & CPO reports directly to the SVP of Operations.

Position Duties

  • Strategic Planning
  • Assesses the health care environment for emerging trends that will influence the pharmacy enterprise
  • Identifies opportunities to leverage pharmacy expertise to improve quality, safety, the patient’s experience, patient access to quality health care across the continuum of care, and the financial performance of the organization
  • Continually assess health care-related trends to ensure that the value of pharmacy and pharmacists is advocated for and advanced in overall efforts to improve patient care
  • Optimizing Medication Management and Advancing Pharmacy Practice
  • Advocates for pharmacist participation as interdisciplinary team members who are responsible for patients’ medication-related outcomes
  • Responsible for developing and ensuring compliance with evidence-based criteria that support safe, effective, and fiscally responsible treatment
  • Collaborates across the care continuum, fostering pharmacist communication with patients and providers after discharge to ensure the continuity of medication therapy and the monitoring of patient outcomes
  • Provides oversight for the professional development of all pharmacy professionals in order to support pharmacy practice advancement
  • Medication System Management and Improvement
  • Responsible for overseeing the design, implementation, and management of a safe and effective medication management system
  • Ensures that systems are developed and improved based on evidence and best practices, operate effectively and efficiently across the continuum of care, and are continuously evaluated and improved using contemporary quality-improvement methods
  • Provides leadership at the organizational level to ensure that pharmacists are positioned to improve the quality, safety, and efficiency of medication management throughout the health system
  • Member of key committees responsible for performance-improvement activities related to medication management and patient safety and involved in all improvement initiatives involving medication management
  • Ensures safe handling of hazardous medications and responsible for developing plans for the continued operation of medication management systems and for the provision of pharmaceutical services during emergencies and disasters
  • Quality Outcomes
  • Responsible for leveraging pharmacy expertise in support of health system initiatives, playing an active role in reducing readmissions, and owning the process for medication-related customer satisfaction indicators
  • Identify and implement specific ways that the pharmacy enterprise can contribute to the patient’s experience related to the care received at admission, during the hospital stay, and at discharge
  • Takes a leadership role in program development to reduce drug-related hospital readmissions and to continuously improve the organization’s medication reconciliation process at all care transitions
  • Financial Management
  • Manages the health-system pharmacy’s financial performance
  • Develops budgets aligned with organizational and departmental objectives and monitors financial performance appropriately
  • Evaluates medication expenditure patterns and reimbursement trends
  • Assesses opportunities to implement medication-related services that can improve the financial health of the organization, such as retail pharmacy, specialty pharmacy and ambulatory infusion
  • Providers oversight for the organization`s 340B programs
  • Managing the Pharmacy Work Force
  • Determines the appropriate number, type, and qualification of staff required to meet patient care needs, satisfy regulatory and accrediting requirements, achieve the organization’s mission, and advance pharmacy practice
  • Implements standards and develops programs to advance the use of pharmacy technicians within the organization, allowing the redeployment of pharmacists’ time to drug therapy management activities
  • Develops programs that fully leverage the use of students and residents within the organization
  • Ensures effective and timely staff recruitment, orientation, training, education, mentoring, career development, performance review, retention and employee engagement efforts
  • Supply Chain Management
  • Responsible for the oversight of all pharmaceutical contracting, procurement, receiving, security, inventory control, diversion prevention, and distribution policies across the continuum
  • Responsible for emergency preparedness of the supply chain, including strategies to ensure ongoing safe and effective patient care during drug product shortages
  • Research and Educational Missions
  • Supports the organization’s research and educational missions by overseeing investigational drug services, fostering staff and resident research, participating in organizational grant funding applications, and managing student and residency educational programs
  • Establishes and maintains positive and collaborative relationships with applicable Schools of Pharmacy
  • Regulatory and Accreditation Compliance
  • Ensures continual compliance with all national, state, and local regulations related to medications and their management
  • Responsible for the implementation of state board of pharmacy, Drug Enforcement Administration, Centers for Medicare and Medicaid Services, the Joint Commission, and other medication management accreditation standards; for the maintenance of ASHP accreditation, and for the implementation of best practices
  • Responsible for compliance oversight of the 340B Drug Pricing Program for the covered entity, all covered ambulatory clinics, and contract pharmacy arrangements
  • Drug Utilization Management
  • Collaborates with peers to develop drug utilization and formulary initiatives that optimize therapeutic outcomes, reduce the risk of drug-related problems, and ensure the use of cost-effective pharmacotherapy throughout the health system
  • Co-leads and provides support to the pharmacy and therapeutics committee, medication management committee, antimicrobial stewardship committee, and other specialized teams to ensure that stewardship principles are applied
  • Identifies inappropriate drug utilization and leads efforts to modify practices to improve medication management
  • Advancing the Application of Information Technology
  • Provides leadership at the organizational level regarding planning, purchasing, implementing, and maintaining information systems that support patient care while improving the safety and efficiency of medication delivery
  • Responsible for long-term planning and commits to achieving patient-safety innovations made feasible by technology
  • Leverages technology to advance pharmacist clinical practice and improve the safety of medication use processes
  • Utilizes technology-enabled medication management data to capture and report pharmacy metrics and to drive improvements in patient care and outcomes
  • Ensure that appropriately trained and qualified pharmacy team members are available to safely develop, implement, and maintain medication- related technology
  • Performs miscellaneous job related duties as requested.
