This role provides supervision to on-shift response specialists and offers leadership and resources for emergency response and medical issues at the Phillips 66 Borger Refinery, Borger ChevronPhillips Chemical Facility, Borger Syensqo Facility, and other nearby Phillips 66 facilities. This position reports to the refinery’s Health, Safety, and Environment Manager.
Responsibilities May Include
- Ensure all aspects of emergency response are maintained, fully operational and compliant with applicable regulatory requirements and company standards. Emergency services include response to fire, medical, rescue, and hazardous materials releases.
- Serve as necessary in the emergency response organization. This position will typically fill the role of Operations Section Chief or On-Scene Safety Officer during emergency responses.
- Plan, coordinate, and supervise the activities of Emergency Response Team (ERT) to ensure 24/7 coverage for applicable facilities. This includes recruiting, retaining, and motivating volunteer members of the Emergency Response Teams.
- Oversee and manage short term, medium term and long-term performance of services and programs performed by the on-shift Emergency Response Specialists to include:
- Developing and conducting emergency response team training.
- Developing pre-fire plans and emergency response procedures.
- Coordinating and participating in facility emergency response drills, including fire, medical, HAZMAT, spills and industrial rescue.
- Inspecting, testing, and maintaining emergency response equipment to ensure emergency preparedness.
- Participating in general inspections and safety audits.
- Providing first aid and medical treatment services to employees and contractors.
- Maintaining department training records, policies and procedure manuals, maps, photos, etc.
- Verifying and signing critical lift permits.
- Own and administrator of the facility Emergency Response Plan to ensure that established company, local, state, and federal requirements are met surpassed.
- Develop and mentor emergency response skills and relationships with facility shift superintendents and shift team leaders.
- Provide technical requirements and support for complex wide systems such as the fire water distribution system, fixed fire water pumps, fixed fire protection systems, emergency response alarm systems and mobile emergency response apparatus.
- Legally authorized to work in the job posting country
- High school diploma or GED equivalent
- Valid Driver's License
- NFPA 1081- Industrial Fire or similar
- NFPA 1002 - Apparatus Driver/Operator Level Training or similar
- 7 or more years of experience in refining, chemical, nuclear, and/or power industry
- 10 or more years of experience in an Emergency Response related position
- Willing and able to respond to emergencies on a 24-hour basis
- Proficient in Microsoft Excel, Word and PowerPoint, and SAP
- Willing and able to obtain a Transportation Worker Identification Card (TWIC). Information can be found at https://www.tsa.gov/for-industry/twic
- Must be willing and able, with or without reasonable accommodation, to comply with the following:
- Travel up to 5% of the time
- Transport articles up to 50 pounds
- Climb ladders and stairs up to 200 feet in height
- Work outside in harsh weather conditions
- Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)
- Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)
- EMT-Paramedic certification
- Hazmat Technician, Fire & Rescue Training
- Experience as an emergency response team lead
- Knowledge of and experience in safety, occupational health, and fire protection
- Class "A" Exempt Driver's License
- NFPA 1041 - Fire Service Instructor or similar
- NFPA 1072 - Hazardous Material Emergency Response Personnel – Operations or similar
- NFPA 1006 - Technical Rescue: Rope, Confined Space, and Trench Rescue Awareness and Operations or similar
- NIMS FEMA ICS 300 and 400 Level Training
- ICS Level 100/200/300/400 Instructor
- Good verbal and written communication skills
- Strong interpersonal skills, ability to interact with multiple layers of organizations and agencies
- Consistently displays a high level of personal integrity and self-discipline which builds trust and confidence
