Summary Objective

Person County Government is seeking to fill the Accounting Technician I – Payroll/Accounts Receivable position in the Finance Department. This position plays a key role in supporting the County’s financial operations, with responsibilities spanning payroll processing and accounts receivable functions.

Working under general supervision, the Accounting Technician I exercises independent judgment in developing and organizing work methods and procedures to ensure accuracy, efficiency, and compliance with established policies. The role requires a strong attention to detail, sound problem-solving skills, and the ability to manage multiple financial tasks with precision.

Performance in this position is evaluated through regular conferences, as well as the accuracy, timeliness, and completeness of financial records and reports. Work is also subject to review through internal controls and external audits of financial records.

The starting salary will be determined with consideration given to both the candidate's educational background and relevant work experience.


Must possess a valid driver’s license and have an acceptable driving record per County policy.


This is a non-exempt position working 37.5 hours weekly/1950 hours annually.


Essential Functions

The essential functions listed below are those that represent most of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.


  • Processes payroll for Person Industries and assists with preparation and verification of the County’s bi-weekly payroll to ensure accuracy and compliance with established policies and procedures.
  • Serves as back-up to Payroll Specialist and assists in preparing the County’s bi-weekly payroll; checks for accuracy before issuing payroll advices and processes various reports; distributes checks and/or makes direct deposits; prepares journal entries for various payroll functions.
  • Maintains payroll records and supporting documentation, reviews payroll reports, and assists with payroll reconciliations and corrections as needed.
  • Performs receipt audit functions by reviewing departmental receipt documentation and verifying that funds collected are properly recorded and deposited in accordance with County financial policies and internal control procedures.
  • Assists with preparation and processing of deposits received by the Finance Department and records related journal entries in the County’s financial system.
  • Assists with preparation and processing of vendor invoices and maintains documentation to support accounts payable activities and financial reporting.
  • Maintains Munis user role assignments and access permissions to ensure appropriate system access and compliance with internal control standards.
  • Prepares and organizes documentation needed for annual financial audit and external audits and assists with responding to routine requests from auditors and Finance management.
  • Supports Person County internal audit oversight activities by evaluating departmental processes and internal controls to promote compliance with County policies, strengthen accountability, and improve operational effectiveness across County departments.
  • Provides general accounting support to the Finance Department, including data entry, financial record maintenance, report preparation, and assistance with reconciliation activities.
  • Manage contract retention processes, including proper filing, archiving, and secure storage of agreements.
  • Performs other related work as assigned.

Minimum Education and Experience Requirements

  • Associate’s degree in accounting, Business Administration or related discipline.
  • Two (2) years of bookkeeping, accounting or related experience or an equivalent combination of education, training, and experience.

PREFERRED:
  • Working knowledge of payroll processing.

None.
