Under the direct supervision of the Executive Director, the Social Services Director provides executive-level leadership, direction, and oversight of all Pawnee Nation Social Services programs. This position is responsible for designing, implementing, and sustaining a comprehensive system of care that addresses the social, behavioral, and family needs of tribal citizens. The Director ensures that services are culturally appropriate, trauma-informed, and aligned with Pawnee Nation values, while also meeting federal, state, and tribal regulatory requirements. The position plays a critical role in strategic planning, community engagement, resource development, and interagency collaboration to improve outcomes for individuals and families The Social Services Director serves as a key advisor to Executive Leadership and represents the Pawnee Nation in partnerships with Tribal Council, community stakeholders, and external agencies.

Qualifications:

1. Provide leadership, direction, and oversight of all Social Services programs, staff, and daily operations.

2. Develop and implement departmental strategic plans, goals, and performance measures aligned with Tribal priorities.

3. Integrate multiple social service programs into a coordinated, effective system of care.

4. Ensure all programs meet grant objectives, timelines, and regulatory compliance requirements.

5. Oversee core program areas including: Ø Indian Child Welfare Act (ICWA) Ø Family and youth services Ø Victim services and domestic violence programs Ø Tribal assistance programs (elders, disability, and emergency services)

6. Direct the development and management of department budgets; monitor expenditures and financial performance.

7. Oversee full grant lifecycle management, including proposal development, implementation, compliance monitoring, and reporting.

8. Identify and secure new funding opportunities to expand and sustain services.

9. Analyze program data and performance metrics to support decision-making, program evaluation, and continuous improvement.

10. Develop, implement, and revise policies, procedures, and program standards.

11. Ensure compliance with federal, state, and tribal laws including ICWA and other human services regulations.

12. Interpret regulatory requirements and translate them into operational practices.

13. Supervise, train, evaluate, and mentor program staff; promote accountability and professional development.

14. Maintain accurate and confidential client records in accordance with legal and ethical standards.

15. Provide leadership in crisis situations involving clients and families; ensure appropriate intervention services are available.

16. Ensure all services are trauma-informed and culturally appropriate, reflecting Native American customs, traditions, and values.

17. Build and maintain partnerships with Tribal leadership, courts, law enforcement, health providers, and external agencies.

18. Advocate for Tribal citizens within local, state, and federal service systems.

19. Represent Pawnee Nation in meetings, conferences, and public forums.

20. Prepare and submit programmatic, statistical, and financial reports to leadership and funding agencies.

21. Support audits, monitoring visits, and compliance reviews.

22. Contribute to organizational initiatives and support cross-departmental collaboration.

23. Perform all other duties as assigned within the scope of the position.

Salary : $28 - $30
