General Description
JOIN OUR TEAM AS A CONSTRUCTION SPECIALIST II - UTILITIES
The County is seeking a skilled professional to provide technical oversight for multiple construction projects within the Capital Improvement Program (CIP). This role is part of the Utilities Engineering and Contract Management Department, which delivers critical water, wastewater, and reclaimed water infrastructure. The Construction Specialist will coordinate construction activities and serve as a key liaison among Engineers, Project Managers, and Contract Specifications Coordinators to ensure projects are executed safely, efficiently, and in full compliance with design and contract requirements .
Essential Job Functions
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written, and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from high school or possession of an acceptable equivalency diploma and ten (10) years in a responsible position with a contractor, engineer, or government entity performing utilities projects or inspections. College coursework in construction or engineering technology preferred.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license.

Essential Job Functions
- Plans and coordinates all utility construction projects.
- Coordinates and schedules construction, renovations, and expansions of County utilities.
- Works directly with outside Contractors to ensure county standards are met.
- Helps the Project Manager’s review contractor pay requests and invoices.
- Conducts on-site inspections of projects under construction to ensure compliance with approved construction plans and County standards.
- Coordinates work with the Project Architect/Engineer.
- Attends technical review meetings during the design phase.
- Participates in the preparation of bid documents and bid evaluation.
- Reviews Request for Information (RFIs) and construction related document submittals.
- Ensures that required testing is performed on water, sewer, and reclaim systems.
- Provides accurate status of the project progress and sign off on pay applications to ensure progress is consistent with the monthly payment submitted by the Contractor.
- Prepares Project Status Reports and schedules as required including photos and documenting progress.
- Responsible for updating and maintaining the Project Punch List.
- Responsible for system testing and startup.
- Prepares project punch list items.
- Perform related work as required.
- Knowledge of Public Works and/or Utilities Construction Procedures and Materials.
- Interacts with local Contractors and Engineers.
- Reads, comprehends, and interprets blueprints, construction plans, and specifications.
- Attends technical design reviews and provide input on issues.
- Provides value engineering opinion.
- Helps with the preparation of bid documents, if required.
- Ability to bend, squat, stoop, climb frequently, and walk over uneven ground.
- Ability to enter underground structures for inspection purposes.
- Coordinates with the County Project Team and the contractor.
- Expedites system testing and start up.
- Maintains comprehensive records and generate timely, well-organized reports.
- Ability to review as built information to create the record drawings.
- Ability to help with the project close out.
