What You'll Do
- We are seeking an experienced Project Controls Scheduler to support some of the most complex and mission-critical U.S. Department of Energy (DOE) projects in the nation. This role provides project controls expertise-partnering with Project Managers to manage cost, schedule, and scope across DOE Minor and Commercial Construction projects.
- The ideal candidate will have a strong understanding of DOE project lifecycles and the integration of cost, schedule, and performance management. They should be knowledgeable in planning, scheduling, Earned Value Management (EVM), and project controls practices in compliance with DOE Order 413.3B and National Nuclear Security Administration (NNSA) Supplemental Directive (SD) 413.3-7. Reporting to the Project Controls Director, this individual will manage a portfolio of projects, ensuring data integrity, transparency, and alignment with federal standards to support successful execution and mission delivery.
- Key Responsibilities
- Support the development and implementation of comprehensive cost, schedule, and performance management frameworks for DOE Minor and Commercial Construction Projects.
- Establish and maintain project baselines in accordance with DOE, Governmnet Accountability Office (GAO), and EVM best practices.
- Collaborate with Integrated Project Teams (IPTs) including Project Management, Engineering, Construction, Procurement, Safety, Quality, and other Project Controls functions-to align project objectives and execution strategies.
- Develop and maintain integrated, resource-loaded baseline schedules using Primavera P6 or equivalent tools.
- Perform Critical Path Method (CPM) and schedule risk analyses to ensure timely and efficient project delivery.
- Review subcontractor schedules for quality, compliance, and potential impacts; provide feedback and recommendations to Project Managers.
- Support the development of detailed cost estimates and track budgets, forecasts, and commitments in alignment with DOE and industry standards.
- Perform variance analyses and recommend corrective actions to prevent or mitigate cost overruns.
- Manage contingency and management reserves, providing defensible justifications for funding allocations.
- Identify cost trends, risks, and opportunities, proposing proactive mitigation strategies
- Ensure full compliance with EVM requirements, analyzing Cost Performance Index (CPI), Schedule Performacne Index (SPI), and related performance indicators.
- Prepare Estimate-at-Completion(EAC) and Estimate-to-Complete (ETC) analyses, interpret cost and schedule variances, and communicate performance trends to stakeholders.
- Support monthly performance reviews, progress status reporting, and management briefings.
- Support integration of risk assessments and quantitative risk analysis (QRA) into cost and schedule forecasts.
- Participate in the change-control process by analyzing cost and schedule impacts, support the trend process, and preparing baseline change proposals (BCPs) in coordination with Project Management.
- Prepare and deliver project controls reports and dashboards for internal stakeholders.
- Mentor junior staff and promote a culture of technical excellence, accountability, and continuous improvement.
- Identify, develop, and implement process improvements to enhance the efficiency, accuracy, and consistency of project controls practices.
- Support ad-hoc assignments and stretch initiatives that advance organizational goals, drive innovation, and strengthen cross-functional collaboration.

Minimum Job Requirements
- Bachelor’s degree: Minimum 2 years of relevant experience. Typical experience ranging from 4 to 7 years.
- Master’s degree: Minimum 1 year of relevant experience. Typical experience ranging from 4 to 7 years
- OR Applicants without a bachelor's degree may be considered based on a combination of at least 10 years of completed education and/or relevant experience.
Preferred Job Requirements
- Knowledge of project controls tools (Primavera P6, Clipper, SAP, WebEVM, Empower, and Acumen Fuse/Risk).
- Knowledge of or experience with project controls practices and principles, including work breakdown structure development, duration management, schedule logic and dependencies, critical path analysis, change control, cost control, estimating, earned value management systems, status reporting, and what-if analysis.
- Bachelor's degree in Engineering, Construction Management, Business, or a related field.
- Advanced degrees preferred.
- 3 years of relevant experience in project controls.
- Knowledge of DOE project lifecycles, including conceptual design, baseline development, and execution phases.
- Knowledge of EVM, baseline control, and project management practices.
- Mastery of project controls tools including Primavera P6, Clipper, WebEVM, Empower, Acumen Fuse/Risk and SAP.
- Strong analytical and problem-solving abilities with a strategic mindset.
- Strong communication and leadership skills, capable of influencing stakeholders at all levels.
- Proven ability to manage competing priorities in high-pressure, deadline-driven environments.
- Ability to work under minimal supervision and effectively manage multiple or changing priorities.
