Change Order Coordinator
Position Overview
• PACO Group (PACO) is seeking a Change Order Coordinator to support the MTA Construction & Development (C&D) project team on Contract C-34857 – Sandy Repair Project, Rockaway Line Wrap-Up Division (B) in the Borough of Queens (198 MTA – New York City Transit).
• This position provides supporting and coordinating functions and reports directly to the Consultant Lead Commercial Manager.
• The role assists throughout the change-order / Additional Work Order (AWO) lifecycle in coordination with the Contractor, the Consultant Project Management Team, the Consultant Resident Engineer, the Consultant Estimating Team, the Consultant Scheduling Team, and the Consultant Lead Commercial Manager, in collaboration with MTA C&D PCEO leadership, MTA Legal, and MTA Procurement.
• The Change Order Coordinator does not independently produce the SOW, ICE, or ISA; these are performed by the Consultant discipline leads.
• The Coordinator supports all change-order activities but does not manage or direct the process.
Key Responsibilities and Duties

Change Order Identification & Validation (Support Role)
• Assist the Consultant Project Management Team by gathering field information, documentation, and justification to identify potential change orders.
• Support discussions with MTA C&D PCEO leadership by assembling backup materials and preliminary descriptions.
• Coordinate with the Consultant Lead Commercial Manager to confirm budget availability and funding considerations.
• Maintain communication with the Contractor to obtain clarifications as required.
Scope Development & Coordination (Support Role)
• Coordinate with the Consultant Resident Engineer, Consultant Project Manager, and Consultant Lead Commercial Manager as they develop the Draft Scope of Work (SOW).
• Issue the approved SOW to the Contractor.
• Track receipt of the Contractor’s cost and schedule proposals.
Independent Cost & Schedule Development (Support Role)
• Work with the Consultant Estimating Team by gathering quantities, drawings, logs, and Contractor backup materials needed for ICE preparation.
• Coordinate with the Consultant Scheduling Team by providing field information and constraints for ISA preparation.
• Assist in organizing, comparing, and distributing ICE and ISA data to the Consultant Lead Commercial Manager, Consultant Project Management Team, and MTA C&D representatives.
Contractor Proposal Review & Analysis (Support Role)
• Collect, log, and review the Contractor’s cost and schedule proposals for completeness.
• Prepare side-by-side comparison worksheets to support the Consultant Estimator, Consultant Scheduler, and Consultant Lead Commercial Manager.
• Identify discrepancies between the Contractor’s submission and the ICE/ISA.
• Coordinate review meetings with:
– Consultant Project Management Team
– Consultant Estimating Team
– Consultant Scheduling Team
– Consultant Lead Commercial Manager
– MTA C&D representatives
• Document key discussion points for negotiation preparation.
Negotiation Support & Meetings (Support Role)
• Assist the Consultant Lead Commercial Manager during negotiation sessions with the Contractor.
• Participate in negotiation meetings attended by:
– MTA Legal
– MTA Procurement
– MTA C&D PCEO leadership
– Consultant Project Management Team
– Consultant Estimating Team
– Consultant Scheduling Team
• Prepare negotiation packages, summaries, worksheets, and supporting materials.
Documentation, Approvals & Implementation (Support Role)
• Assist the Consultant Lead Commercial Manager with preparing justification memos, negotiation summaries, and cost/schedule impact statements.
• Assemble full change-order packages for submission to MTA C&D PCEO leadership.
• Maintain and update the Change Order Log / AWO Log.
• Ensure all documentation meets MTA audit, retention, and compliance requirements.
• Support implementation of approved change orders by updating logs and distributing final documentation to the Contractor, Consultant Project Management Team, and MTA C&D.
Dispute Resolution & Claim Support (Support Role)
• Assist the Consultant Lead Commercial Manager when change orders escalate into disputes, unilateral changes, or claims.
• Gather supporting documentation including field records, correspondence, analyses, and Contractor backup files.
• Support the Consultant Project Management Team and MTA C&D with preparation of claim documentation and dispute-resolution materials.
Required Qualifications
• Bachelor’s degree in Engineering, Construction Management, Architecture, Public Administration, Business, or a related field.
• Minimum five (5) years of experience in civil, utilities, or infrastructure drafting.
• Prior experience working with one or more public agencies such as Federal, State, City, or Local entities, i.e., MTA, PANYNJ, NYC agencies (DDC, DEP, DOT, SCA, EDC), NYS agencies (NYS-DOT, NYS-DEC, DASNY, ESD, or OGS).
• Experience in transportation, infrastructure, or public-works environments.
• Ability to review Contractor cost and schedule proposals.
• Experience supporting ICE and ISA development with the Consultant Estimating Team and Consultant Scheduling Team.
• Ability to interpret contract documents, specifications, drawings, schedules, and cost data.
• Strong organization, attention to detail, and time-management skills.
• Strong communication and collaboration skills.
Preferred Qualifications
• Prior experience working directly with MTA C&D is strongly preferred.
• Knowledge of MTA C&D’s change-order procedures and approval workflows.
• Experience supporting contractor negotiations.
• Familiarity with transit, heavy civil, and facility construction environments.
Skills and Competencies
• Strong technical writing and documentation support capabilities.
• Ability to prepare comparison sheets, summaries, negotiation notes, and supporting analysis.
• Excellent communication and teamwork across Consultant and MTA interfaces.
• Proficiency with Excel, comparison tools, logs, and document-control systems.
Work Environment and Schedule
• Location: 230 Beach 102nd Street, Suite #2A | Rockaway Park, NY 11694 | US
• Schedule: Full-time, on-site, Monday through Friday, 7:30 a.m. – 4:00 p.m.
• Occasional evening or weekend coordination may be required for field verification or project meetings.
Compensation
• The good-faith salary range for this position is $50–$60 per hour, depending on experience, qualifications, and client requirements.
• Candidates with greater depth of experience or specialized expertise may fall toward the higher end of the range, and exceptional candidates may be considered for compensation outside of this range, consistent with client budget and company policy.
