Reporting directly to the President, this strategic role sets the vision for recruiting and employer branding, ensuring PACO attracts, engages, and retains top-tier professionals for both Prime and Subconsultant Task Orders across our transportation and infrastructure portfolio. The Manager of Technical Resources & Services will play a strategic role and sets the vision for recruiting within the company to ensure that the organization attracts and retains high-quality talent. This position will be responsible for long-term planning, building employer branding, talent sourcing methods to include social media, networking at industry organizations, university posting, and other medias.
The position will be responsible for successfully recruiting qualified candidates for all Task Orders, both Prime and Subconsultant, including:
Additional Responsibilities: This position will also be responsible for providing assistance to the VP, Chief Business Development Officer and Director of Marketing & Proposal Management in support responding to Request for Proposals (RFP) by recruiting qualified candidates to submit as part of the proposal.

The Manager will:
- Shape long-term recruiting strategy and brand presence through data-driven workforce planning, targeted outreach on social media, university partnerships, industry networking, and other sourcing channels.
- Drive end-to-end talent acquisition—from validating client requirements and selecting sourcing methods to screening, reference checks, resume refinement, interview coordination, and security clearance—delivering placements that meet or exceed key performance indicators for quality and speed.
- Champion client and employee relations, conducting periodic performance check-ins, managing salary administration, and uncovering additional staffing opportunities to strengthen partnerships and project outcomes.
- Own talent data integrity and reporting, administering our NetSuite CRM, producing timely management reports on Task Order status, and providing recruiting support for proposals in collaboration with Business Development, Marketing, and Operations.

The position will be responsible for successfully recruiting qualified candidates for all Task Orders, both Prime and Subconsultant, including:
- Verifying position requirements with client
- Determining sourcing methods to be used (LinkedIn, Indeed, in-house etc.)
- Evaluate the quality of the candidates received from the various sourcing methods used
- Qualifying candidates to ensure they meet the job qualifications and understanding of salary, work location, responsibilities, obtaining educational diplomas and technical certifications, etc.
- Completing reference checks
- Rewriting resume to target and highlight relevant experience
- Arranging candidates interviews with client
- Maintenance of corporate resume database
- Coordinating necessary security clearance, and
- Debriefing from client once candidate is selected or rejected.
