What are the responsibilities and job description for the Site Supervisor End of the Line Interior Bus Cleaning position at OTA?
Site Supervisor is responsible for the day-to-day supervision of OTAS End of the Line personnel assigned to WMATA facilities in strict accordance with applicable WMATA Contract requirements, General Provisions, and Standard Operating Procedures. This role ensures full compliance with WMATA safety, security, labor, reporting, and performance standards while serving as the primary on-site point of contact between OTAS management and WMATA Contracting Officer’s Technical Representative (COTR) or designee. The Site Supervisor has authority to direct work, enforce contract requirements, and take immediate corrective action to maintain compliance.
Essential Duties and Responsibilities
- Supervise, direct, and coordinate daily activities of assigned OTAS employees in accordance with WMATA Contract requirements and scope of work.
- Ensure full compliance with WMATA rules, regulations, safety directives, operating procedures, and site-specific instructions.
- Act as OTAS’s authorized on-site representative and primary liaison with the WMATA COTR, inspectors, and other WMATA representatives.
- Enforce OTAS policies, contract labor requirements, attendance standards, and performance expectations consistent with WMATA contract provisions.
- Ensure staffing levels, qualifications, and certifications meet WMATA contract minimums at all times.
- Conduct required daily job briefings, safety talks, and tailgate meetings as specified by WMATA and OTAS.
- Monitor work quality, productivity, and compliance; immediately correct deficiencies identified by OTAS or WMATA.
- Prepare, maintain, and submit all contract-required documentation including daily work reports, timekeeping records, staffing logs, and incident reports.
- Coordinate work schedules, shift coverage, and overtime in compliance with contract terms and WMATA operational needs.
- Train, coach, and mentor employees to ensure understanding of WMATA rules, right-of-way requirements, and safety-critical procedures.
- Initiate corrective action, including removal of personnel from WMATA property, when required by contract or directed by WMATA.
- Ensure proper use, care, and accountability of WMATA and OTAS tools, equipment, materials, and PPE.
- Support WMATA audits, inspections, safety observations, and compliance reviews.
Safety Responsibilities
- Enforce WMATA’s Safety and Environmental Management System (SEMS) and all applicable safety rules.
- Ensure employees comply with WMATA Right-of-Way (ROW) access requirements and site-specific safety plans.
- Immediately report accidents, injuries, near-misses, and hazardous conditions in accordance with WMATA reporting timelines and procedures.
- Exercise stop-work authority when unsafe conditions or non-compliant actions are observed.
- Participate in safety investigations, corrective action plans, and follow-up activities as required by WMATA.
Required Qualifications
- High school diploma or GED required; additional technical or supervisory training preferred.
- Minimum of 3–5 years of supervisory experience on transportation, construction, maintenance, or facilities contracts.
- Demonstrated experience enforcing contract requirements and compliance standards.
- Working knowledge of WMATA safety rules, or ability to obtain required WMATA certifications and qualifications.
- Strong leadership, communication, documentation, and conflict-resolution skills.
- Ability to read, interpret, and enforce contract documents, policies, and procedures.
- Proficiency with basic computer applications used for contract reporting and timekeeping.
Preferred Qualifications
- Prior experience working on WMATA or other public transportation authority contracts.
- OSHA 30 certification.
- Experience managing multiple crews or shifts.
Physical and Work Requirements
- Ability to stand, walk, climb, bend, and lift up to 50 pounds as required.
- Willingness to work nights, weekends, holidays, emergency call-outs, and varying shifts as required by WMATA operations.
- Must meet and maintain all WMATA background checks, badging, training, medical, and drug/alcohol testing requirements as a condition of employment.
