Transportation Funding Analyst, Associate/Transportation Funding Analyst
Under general direction, the Transportation Funding Analyst, Associate assists in the development, planning, analysis, and administration of multi-modal transportation funding programs that support critical infrastructure and mobility projects across Orange County.
This entry level role plays a key part in securing, managing, and distributing federal, state, and local funds while ensuring compliance with program requirements and maximizing funding opportunities.
Assignments may include Discretionary Funding Programs, Formula Funding Programs, or Measure M (OCGo) Local Programs, each supporting regional transportation priorities through funding strategy, programming, and administration.
Transportation Analyst, Associate is a non-exempt position in salary grade 185: Min – $38.71 | Mid – $46.24 | Max – $53.76/hour.
Transportation Analyst is an exempt position in salary grade 195: Min – $88, 753.60 | Mid – $106, 038.40 | Max – $123,302.40
The starting salary will be within the established range based on qualifications.

What You’ll Do
- Administer and support calls for projects and funding programs for local agencies
- Manage and track funding allocations, eligibility, schedules, and expenditures across multiple programs
- Conduct research, analysis, and forecasting for federal, state, and local funding opportunities
- Prepare and submit funding applications, allocation requests, and required reports
- Monitor project implementation, timelines, and funding compliance
- Develop financial programming documents and assist with agreements for funding distribution
- Coordinate and facilitate meetings, including preparing agendas, minutes, and materials
- Develop manuals, guidelines, and training workshops related to funding programs
- Present reports, analyses, and recommendations to leadership, stakeholders, and the public
- Serve as liaison between OCTA, local agencies, and funding partners
- Provide technical guidance on funding strategies and regulatory compliance
- Support audits, project closeouts, and reimbursement processes
- Bachelor’s degree in Planning, Public/Business Administration, Finance, Economics, Communications, or related field (both positions)
- Minimum of four years of related experience in program administration, funding, or analysis (analyst level only)
- Knowledge of transportation funding programs (federal, state, and local)
- Strong analytical, research, and problem-solving skills
- Ability to manage complex data, funding requirements, and multiple projects
- Excellent written, verbal, and presentation skills
- Experience with grant administration, legislative requirements, or funding compliance (preferred)
- Help secure and manage funding for impactful transportation projects
- Play a key role in shaping regional mobility and infrastructure investments
- Collaborate with local agencies, policymakers, and stakeholders
- Work on high-visibility programs funded through federal, state, and local sources
