The Orange County Emergency Services Department has an opening for a Division Chief of Emergency Management. 

The Division Chief for Emergency Management leads Orange County’s all-hazard preparedness, response, mitigation, and recovery programs. This role oversees the County’s Emergency Operations Center (EOC), maintains and updates core emergency plans, and ensures coordinated disaster response across local, regional, state, federal, and private partners.


The position operates with leeway to exercise independent judgement and strategic responsibility under the direction of the Emergency Services Director. It includes supervisory duties and requires availability during emergencies, including evenings, weekends, holidays, and severe weather events. 


This classification may be assigned to a variety of functions related to emergency services planning, logistics, emergency operations, program development, resource identification, inter-agency response management, incident assessment, public education, and training programs for major emergencies and disasters within Orange County.


This position is on-call 24/7, and may be required to work evenings, weekends, and holidays, and in inclement weather conditions during incidents.

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a master’s degree AND three years of progressively responsible work experience in the administration of public safety, emergency management, or business continuity operations AND two (2) years of supervisory experience; OR


Graduation from an accredited college or university with a bachelor’s degree AND five (5) years of progressively responsible work experience in the administration of public safety, emergency management, or business continuity operations AND two (2) years of supervisory experience; OR


An equivalent combination of training and experience as defined above. A higher degree does not substitute for work experience.


Completion of FEMA ICS100, 200, 300, 400 required, ICS Instructor experience preferred. 


IAEM Certified Emergency Manager (CEM) and/or North Carolina Executive Emergency Manager certification preferred.


SPECIAL REQUIREMENTS

Possession of or ability to readily obtain a valid Driver License issued by the State of North Carolina for the type of vehicle or equipment operated.


All offers of employment are conditional upon successful clearance of an SBI background check and pre-employment drug testing.  Employment cannot commence until the employee has been cleared.


Possession of or the ability to obtain IAEM Certified Associate Emergency Manager (AEM) within twelve (12) months of hire.


May be required to possess additional certification(s) as deemed necessary by the Emergency Services Director.
