Operational Technical Services (OTS) is one of the fastest growing private water and wastewater utility staffing providers in the country. We provide certified water treatment, distribution, wastewater treatment, collections, engineering, laboratory, water quality, maintenance, and training professionals to municipalities, special districts, and private utilities throughout the country. TITLE: Network Administrator
SALARY: $57,298.11 - $97,406.79/yr
LOCATION: Manatee County, Florida
Schedule: 7:30 am – 4:30 pm, M – Th and 7:30 am – 3:30 pm, Friday. This onsite position generally works a regular weekday daytime shift and may require scheduled and non-scheduled work outside of normal working hours. This may include evenings, weekends, holidays, or other critical times in response to emergencies or at supervisor’s discretion
Supervision Exercised:
No supervision of staff. Ability to lead and manage projects and resources where and when required.
Supervision Received:
Works under the direct supervision from the Information Technology (IT) Director or designee. Considerable independent judgment and initiative is required. Must be able to set schedules and complete work within approved timeframes.
Scope of Services:
The purpose of this position is to manage and maintain the City’s networking infrastructure to ensure secure, reliable, and efficient connectivity. This position supports critical services by overseeing network performance and cybersecurity.
Essential Duties and Responsibilities:
- Perform installation and configuration of network servers, routers, switches, phone systems, CCTV systems and equipment, etc., including the repair and replacement of hardware components.
- Review release and patch level documentation and apply them to enterprise system and networking equipment.
- Monitor network devices including but not limited to vulnerability management, availability of services, and review of system logs.
- Troubleshoot and resolve complex network issues.
- Work with the Networking team to provide recommendations for the design and implementation of local and wide area networks.
- Monitor and maintain backup systems.
- Analyze user needs and implement solutions that fulfill their needs in a cost-efficient manner.
- Create and maintain system documentation following a standard change management procedure.
- Establish and maintain effective and professional working relationships with team members, management, customers, and vendors.
- Create and implement plans for improvements to the security posture of the network and end users.
- Promote courtesy and professionalism throughout.
Skills and Physical Abilities Required:
- Thorough knowledge of all network components and protocols including servers, virtualization, switches, routers, firewalls, and wireless access as they apply to the City’s network.
- Thorough knowledge of backup and recovery best practices.
- Knowledge of security best practices and frameworks.
- Experience with fiber optic networks.
- Experience with IP phone systems.
- Provide excellent customer service.
- Demonstrate sound verbal and written communication skills, along with excellent troubleshooting, and analytic skills.
- Make sound decisions, demonstrate flexibility, and work with users at all levels in the organization.
- Present technical information in a non-technical manner.
- Physically move computer and related equipment.
- Performs other related duties as assigned.
Computer Equipment and Software Requirements:
Firewalls, switches, server virtualization, VLANs, VPNs, and certificate management among other networking protocols. Experience troubleshooting complex network issues, VOIP telephony issues, and high-level networking tasks.
Education and Experience Required:
Bachelor’s degree in technology or a related field with three (3) or more years of experience working with enterprise level networks.
Preferred: Bachelor’s degree in technology. Certifications including but not limited to Network , CCNA, CCNP, or equivalent. Possess advanced practical experience and knowledge in networking, security frameworks, and communication protocols.
At the discretion of the City Administrator or designee, an equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skills, and ability to successfully perform the essential functions of the job will be considered.
Good driving record. Possession of and ability to maintain a Florida Driver’s License required.
FDLE/CJIS Requirement: Previous FDLE or other security clearances are preferred. This position requires the candidate be certified by the Florida Department of Law Enforcement for work using systems that contain offender and criminal data. A thorough background check will be conducted to include a polygraph

Indoor. Must be able to work closely with others and under possible stressful conditions.

- Safety Shoes: Steel-toed or other appropriate safety shoes are mandatory to protect against workplace hazards.
