Bachelor’s degree from an accredited college or university in human resources or other field related to specialty and three (3) years of experience in a similar position as listed in the work functions.

A combination of education and experience equivalent to seven (7) years of experience in a similar position as listed in the work functions.

Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.Under general supervision, assists with oversight of the safety and risk management team within the human resources department. Assists with the development of internal procedures and systems to increase the overall efficiency of Human Resources department services. Researches, develops, monitors, and recommends policies. Implements and maintains compliance with federal and state labor and employment laws and regulations pertaining to assigned team. Leads technology improvement initiatives and ensures compliance with applicable state and federal laws and regulations, and County policies and procedures. Supports a diverse, respectful, and inclusive workplace.
  • Oversees Olmsted County’s safety and risk management program. Develops and recommends policies to protect people and preserve the assets of the County.
  • Administers the self-insured liability, worker’s compensation and safety program for the county. Maintains insurance policies including property, automobiles, equipment, rentals, cybersecurity, Abstractors and Public Health professional liability, and crime. Submits, investigates, tracks, and manages the processing of insurance claims. Coordinates evaluation, estimate, and payment of claims and reports on insurance claim activity.
  • Coordinates and conducts safety inspections and investigations of work-related injuries and illnesses. Reports findings of inspections and makes recommendations for appropriate corrective actions. 
  • Advises county departments on federal, state, and local Occupational Safety and Health Act (OSHA) polices, rules, and regulations. Completes and submits annual reports to regulatory agencies.
  • Administers the Department of Transportation (DOT) and Non-DOT drug and alcohol policies and testing program and serves as the Designated Employer Representative to ensure compliance with Federal Motor Carrier Safety Administration (FMCSA) statutory obligations. 
  • Identifies, evaluates, and advises on risk exposures for the County. Facilitates review of quarterly work comp claims, updates financial outlook, and reports injury and illness trends to departments and safety committees.
  • Develops requests for proposals for professional services including insurance brokers and medical monitoring clinics and manages contracts.
  • Reviews and recommends safety and risk management language in organizational contracts, leases, permits, and other agreements to ensure compliance with insurance requirements and minimize risk. Provides evidence of self-insurance and coordinates certificates of insurance to meet contract and grant requirements. 
  • Oversees health and safety training to meet OSHA and Environmental Protection Agency (EPA) requirements and to educate employees on safer work practices and injury reduction.
  • Processes restitution claims to recover County self-insured losses.
  • Coordinates the settlement of work comp claims. Assists with negotiating settlement strategy with outside counsel/county attorneys and settles claims within established financial authority.
  • Reports regulatory violations to the authorized enforcement agencies as required by law. Provides written responses to regulatory citations and serves as the employer representative during on-site inspections.
  • Performs related duties as assigned.
  • Thorough knowledge of Human Resources programs, policies, and procedures.
  • Considerable knowledge of assigned division programs, policies, and procedures.
  • Considerable knowledge of federal and state statutes related to employment as well as County rules and regulations related to employment and area of specialty.
  • Knowledge of contract language and contract negotiation.
  • Knowledge of data processing applications.
  • Knowledge of basic accounting practices and procedures.
  • Skill in the use of computers and technology.
  • Skill in analytical problem solving.
  • Skill in project management.
  • Skill in conducting training and presentations.
  • Skill in effective verbal and written communication, including presenting.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to develop and maintain accurate and systematic records and prepare detailed reports.        
  • Ability to maintain confidentiality of personnel records.   
  • Ability to effectively plan, organize, and assign work.
  • Ability to understand and follow complex verbal and written instructions.
  • Ability to effectively gather, analyze, and explain information clearly, correctly, and accurately.
  • Ability to organize, conduct, and interpret statistical studies.
  • Ability to interpret, explain, and implement policies, rules, regulations, and collective bargaining agreements.
