The Office of Financial Affairs assists in the establishment of Ohio Department of Health's (ODH) long- and short-range fiscal goals and objectives. The office provides the agency with the overall fiscal administration support through its various unit operations including accounting, purchasing, budgeting and grants administration. The office oversees the department's Compliance and Accountability Unit and biennial budget process; provides technical assistance to agency decision makers and provides daily monitoring and analysis of agency spending trends.
This position is for the Cash Management Unit that processes all federal revenue for the department and administers the fiscal aspects and/or budgetary activities of the department’s federal grants. Cash Management plans and manages all federal cash draws, refunds, and reconciliations to ensure accountability of all funds. Federal payment requests of all funds are also made via the multiple federal systems.

- Review and analyze accounting records, financial transactions, and reports for accuracy and compliance.
- Process and monitor expenditures, revenue, payments, purchase orders, and contractual obligations.
- Reconcile accounts and maintain financial records, including petty cash and payment card transactions.
- Prepare financial reports, analyses, and supporting documentation for management and stakeholders.
- Monitor grants, contracts, and funding agreements to ensure compliance with state and federal requirements.
- Research and resolve accounting discrepancies, customer inquiries and financial issues.
- Support audits by gathering documentation, analyzing data, and responding to auditor requests.
- Ensure adherence to internal controls, accounting policies, and standard operating procedures.
- Utilize financial and accounting systems to maintain accurate records and support daily operations.
- Assist with fiscal planning, budgeting activities, and financial performance monitoring.
- Collaborate with internal and external partners to improve processes and deliver excellent customer service.
Position Qualifications
Option 1:
- 30 mos. exp. or 30 mos. trg. in accounting &/or finance to include an intermediate level of experience in spreadsheet software.
Option 2 (Must meet all bulleted criteria in this option):
- Completion of undergraduate core program in business administration, accounting, finance or related field
- 6 mos. exp. or 6 mos. trg. in accounting &/or finance to include an intermediate level of experience in spreadsheet software.
Option 3
- 12 mos. exp. as Financial Associate, 66561.
Equivalent Of Minimum Class Qualifications For Employment Noted Above.

- Bachelor's or advanced degree in accounting or business administration
- Experience collecting, preparing and analyzing financial data (e.g., revenue, disbursements/expenses, refunds, cash balances and deposits)
- Experience in accounting and budget functions utilizing the Ohio Administrative Knowledge System (OAKS)
- Experience utilizing advanced Excel functions (e.g., pivot tables, vlookups, xlookups)
- Experience with Enterprise Resource Planning database applications (e.g., COGNOS, Tableau, DataOhio)
- Experience analyzing state and federal funding sources, expenditures, revenues, and budgets
- Experience with accounts receivable and/or accounts payable
- Experience analyzing general ledger activities and reconciling accounts
