Duties

This position is located on the Human Resources team, which handles the staffing and recruitment, payroll and operations, and human capital functions for the Criminal Division. The multifaceted mission of the Criminal Division requires HR Specialists to provide innovative and seasoned advice to hiring managers on issues such as creating and advertising new or unique positions, dealing with overseas assignments, payroll processes, and employee development.

As a Supervisory HR Specialist (Assistant Director, Human Resources), you will:

  • Serve as a first line supervisor over a staffing and recruitment or payroll and benefits team, directing day-to-day operations, providing technical and administrative direction to subordinates, and interacting with upper management to promote and ensure effective HR leadership.
  • Develop performance standards and evaluate employee performance; recommend awards, as appropriate; and identify developmental and training needs of employees and provides or arranges for such needs to be met.
  • Aid the Director in identifying new or changed requirements which affect various HR functions.
  • Oversee the development and implementation of new or revised policy and procedure documents and standard operating procedures, established in accordance with changes in law, regulation, and DOJ Order, or changes in program.
  • Collaborate with the Director in overseeing all assigned HR programs, both routine/ongoing and those that are special in nature, brought about as the result of direction by the Administration, the Department, or from within the Division due to special needs or revised requirements.

Qualifications

To qualify for the GS-14: You must have at least one year of specialized experience at, or equivalent to, the GS-13 federal grade level. This experience must include duties such as supervising or leading one or more of the following human resources functions: staffing and recruitment, payroll and benefits, reasonable accommodations, employee records, performance management employee engagement, and employee development programs; advising on human resources matters to include providing recommendations on memorandums and directives, solving complex problems, and staying well-informed of new laws and regulations; and developing and/or improving major human resources program areas.

Time-in-Grade: Federal employees must meet time-in-grade requirements for consideration by the closing date of this announcement.
